Take note that his RSM doesn't have to be at the level of Naruto's since Naruto also had the power of the 9 Bijuu giving him a different cloak. I didn't see Ashura with a cloak while in his avatar. Only using TSB.

Also have to note that Hagoromo said that at one point, Ashura's own chakra bloomed and he was able to match his brother.

It's not like Indra can't get stronger so my thoughts are that upon seeing how strong Ashura became, he trained to become more powerful or sought more powern putting him above Ashura once more. Hagoromo then entrusted Ashura with power which placed him at Indra's level again which then led to their final fight.
