She barely learned 64 palms by the end of part 2 (part 1 Neji could use 128 palms), couldn't use kaiten.
Does part 1 Neji>War arc Hinata? Mangafacts would suggest he does.
Yes and no.
Yes: he's a genius prodigy of the Hyuga. If he 'peaked' at 17 and remained that way, she'd catch up. But he's the perfect shinobi-chibi in that he's an 'ideal', by the rulebook of what a shinobi should be (more or less).
No: if her self-invented techniques are 'canon'. If you count her Will of Fire (she has it in spades, more so than nearly everyone else with a few exceptions.). Her empathy and emotional strength.
Neji is like a pre-Kyubi Attack Kakashi. He's a prodigy, but he's an ******* which is a massive handicap.
Hinata is like Obito. Considered weak and not worthy of her Clan, but has the potential to go far if she can tap into it.
She doesn't have his natural ability for the Clan style, nor was her Byakugan as developed as his. Apparently, according to Hiashi, no one else in the Clan possessed such skill and strength in their bloodline as he manifested.
Comparing her to him in terms of their Hyuga techniques is a bit unfair - they're both hindered by that, in some much that they don't display other styles/forms/jutsu (like genjutsu, fuinjutsu, use of weaponry, nature transformation etc) to get a better guage on their overall skills.
I think the anime goes into it more - depends if you 'count' that as canon though.
