It can be assumed, but it cannot be proven nor debated with, the same way Minato's Shadow Clone Jutsu could not be debated with until late into the war arc.

Her skills are subpar compared to Neji. She barely did 64(whatever the name of the tech is), and can't even use rotation.

Hinata was able to beat him with only Twin Lion Fists along with 64 palms which is by far the strongest offensive attack at close range among all Hyuuga.
Part 1 Neji has infferior offence, but supperior defence, so it would depends if Hinata was on offence or no.

You're trying to make a big deal out of Hinata's one second of hesitation as if it actually means anything. 64 palms requires the user to have fluid foot work and hand work, precise aim and reflexes, and fast movements altogether so as to prevent the opponent from having any chance of escaping the 64 palms combo. Hence why it's said to be unavoidable, as the opponent can not escape it after the first hit lands. the fact that the Juubi clone was unable to escape the manevour despite Hinata's hesitation shows how insignificant and meaningless that moment was in regards to her skills with the technique.
So what if she doesn't know Rotation? By that logic, Hinata knows TLF, while Neji does not. Not to mention her other abilities that P1 neji doesn't have.

PS: Hinata has a 3.5 in intelligence, Neji has a 3. So yes, she definitely has the 'brains' to fight strategically.

Lol what hesitation? She straight out said that that was the best she could do before thinking of Naruto and finishing the tech. She didn't hesitate, she lacked the necessary skill to do it.
Point is that rotation shits on any of Hinata's abilities.

If any of you think she can't beat part 1 Neji. Than part 2 Neji did not improve much, since she was able to go toe to toe with him as a partner.

Nope, she never said she can't do it straight out, she questioned whether 32 palms was her limit or not. Doubting you can finish a tech is not the same as knowing you can't do it.
Hinata does 64 palms
