I believe Law has mastered everything there is to master on his attacks. Nothing implies his arsenal is incomplete. He just has to work on increasing the power of his attacks (like the Room range, if it can get any bigger than PH, and the Countershock damage, etc.). It's just that he should work on his physical ability, from my perspective anyway.

Luffy however still has a long way to go. We already know this.
