Didn't Jabra say that once a person eats their DF they immediately gain knowledge on what it can do?

Yes he did but most devil fruits powers can be used in ways that require the user to think (i.e. Desert making or Gears or Radio knife or brooks illusions)
For example brooks fruit grants an extra life but it also less know gives you access to powerful energy of soul. Which is something that doesn't help you in a fight until you make it help you in a fight.
Ope ope no mi is a surgery fruit the user still has to know how to do surgery in the operating room. And if Ivankov got the hormone hormone fruit and didn't know what hormone did what he would still be screwed.

I don't recall him ever saying that.
Edit: Apparently, an eater of a DF will immediately become aware of the power, but that seems like a general awareness. For example, Ivankov became aware he can control hormones, but probably had to still learn what each hormone is, what it effects, what it does, and how much is needed for people, animals, etc.

I think they also learn some of the basic attacks/abilities they can do with it. Kaku and Kalifa fought Zoro and Nami like 20 minutes after they ate their DFs and could use some attacks with it.

Newgate, I imagine the GGnM to be incredibly hard to master since a simple wave of the hand could destroy thousands of innocent people.

How is this so hard for you to understand?
Teach is arguably more dangerous than Newgate was for the simple fact he can't control the fruit, meaning he is more likely to accidentally kill innocent people and take out islands.
Newgate on the other hand presumably had the fruit for 10+ years judging he lived until late. He has had chance to control how powerful a shock wave is meaning he can make it smaller meaning innocent people won't accidentally die when he's using it.

Crocodile. His DF is pretty basic, and was very fledged out. The whole point of his character was to demonstrate a properly used DF.

No it isn't, you use room and then just cut people. You could probably be a noob with the Ope Ope and it would still be useful, but the same cant be said for the Gomu Gomu as shown by kid Luffy
ROOM is law's tech someone else might have used it differently.gomu gomu is difficult fruit to master too but gomu gomu powers are easier to use when figured out then ope operation fruit.law loses stamina quite fast when he uses it,he has to make his every move effective.
