I may be blanking here but when you get a DF are the powers you get at their top already or do they develop too? Now I know you can develop your fruits to make yourself more powerful but what about the fruit itself is the user already holding the full power just perhaps dormant until their body is able to access it all?
Say for instance someone had developed their body already and then ate a fruit do you think they could utilize the fruit to it's best from the jump? Like Aokiji's ice or WB's Quake for example do you think the amount of ice or shocks increased or were they always able to make as much as they do know and if not do you think this was due to them physically or the fruit not being "matured" so to speak?
What really made me think of this was BB's use of the GGnM

Now really they should be vastly different with BB just receiving the GGnM but it's not. So I wonder, A. Is the fruits max potential unlocked upon eating and the user needs to develop their body to utilize it? B. The user grows the fruits powers and abilities through years of use? C. If B is true is it possible the fruits retain "experience"/"knowledge" of previous users and uses? i.e. could the next Gum Gum eater be intrinsically lead to learning/using techniques Luffy used like Gears?
