As you can probably predict Neutrino00 I am against this as I am against most things that are made into rules that involve battling. Because everyone should use their judgment on what their character is capable of pulling off or not. Such as if the character is a Gennin then there is no feasible way that they would be able to pull off an S-Rank jutsu without the training and the tutoring of a Sensei that knows that Jutsu (Like Kakashi teach Sasuke Chidori or Jiraiya teaching Naruto Rasengan)If we create a rule thingie where we have a thread(no argueing is allowed) and have people develop their idea's by themselves, then post their final idea onto a thread which would be opened for 1-2 weeks, we could then gather up a bunch of submissions. then we could create a bunch of threads for each rules topic ei.sensei rules, or even a different thread for different each different sub-topic for each type of rules. then the maker of the thread will then post the gathered rules submissions, and there would be a vote which will decide which is the best set of rules.(this would be multi-vote which would vote for different rules which you also like, or are very similer to a different set of rules that was already submitted, to prevent like having 20 different suggestions having 1 vote each) and the one(s) with the most votes would become the new rules.
also the submissions thread would be open for 2 weeks at a time, and we would revise the rules each month or month and a half.
Benifites:
1)it would be more fair, as the new rules would have more support by a larger number of people,
2)if you don't like it just wait awhile and there will be a new vote and the new rules will be replacing the ones that were submitted last time
3)there would be no question of corruption(even if it is or isn't true) as it will be decided by the entire population
4)even if it was designed to give extra power to a certain person, that wouldn't matter that much cause everybody else supports it anyways
5)will alleviate a lot of the work and stress off of the mod's as currently they have to spend their own time developing the rules, just to have everybody not like it.

You see unlike some of the other mod's here Neutrino I am the one who can be more understandable than the other's but I am also one of the types of mod's you looks into every aspect of a situation and can tell whats wrong with something and whats not and all I see here is a huge mess of problems because having to do and re-do and re-do and re-do the rules over and over and over again will only cause trouble and headaches across the board like no tomorrow.most of what you said was twisting my words!
1)i said every 1-2 month's NOT every 1-2 weeks, and this can be discussed and comprimised so that it is better
2)what i meant by eliminating the thought that the mod's and people who created the rules are corrupt, this way there will be a vote so that hte most popular vote is accepted.
3)I did not contradict myself with 3 and 4
4)if you want to be able to have everything your charactor has went through then you can submit that as one of the possible rules, which would then be voted on.
5)yes I know that there will be someone who doesn't agree 100% with the rules, but it will be democracy so the rules that is most popular and with the most support will be accepted, so it will be more fair, then just having the mod's create 1 set of rules that MOST people are against and hate.

Thats the thing if the thread is made as a pole thread and not made so that people can see who voted where then it makes it next to impossible to find out who voted where but you would also be able to tell such as if there were more negative comments than positive comments about that one certain thing and there were more positive vote than negative votes for that same exact thing then it is corrupt and wouldn't be able to figure out who did it in the end. That's the problem there will be those who don't post "I Voted", and if that happens and you go and re-do the poll then the same thing happens and you will end in an endless cycle and nothing will be accomplished and nothing will be done so as I said earlier on Poll threads like that are the corruption not when someone makes the rules then the mod's go over themwell we can always fix my suggestion, to cover up that flaw. for example we could do an anomymous poll, and make it so whoever votes says "I VOTED" and then we would take the total number of votes, and do IP checks on the people who said "I VOTED" then if the numbers don't equal then that means someone went onto a different account and voted twice. and if that happens we can like redo the poll so it is public. and that would fix the problem with that.
but like i said we can still redo this
