I start off by gathering my chakra throughout my entire body, I then mold the gathered raw chakra into a portion of water chakra and a portion of lightning chakra, I then fuse the 2 and form storm release chakra, I then release the storm chakra into the clouds, after that I manipulate the clouds and cause rain drops filled with small lightning bolts to fall, these rain drops are able to stun and paralyze multiple targets.

it says 20 meters across, so that's the diameter of the ball yes.
As long as you continue to pour chakra into the saws they'll last.
