....Failest logic ever.....Deidara joined when he fought itachi, When they went to recruit him, Itachi was already partnered with kisame.... And Sasori was also there, They were recruiting his partner.......Which was after 13....Because When Kisame first came to be Itachi's partner , he clearly showed he had Mangekyou..

Lets not go off topic about this, I have a entire thread about this where it was all discussed
Itachi joined anbu became chuunin, shortly after Joined anbu, He started double timing and stuff, The police guys said about half a year after joining , Itachi's personality changed suddenly, he got weirder and weirder, He most likely got the mission there, He would eventually have to kill the clan... He somehow found tobi, Where tobi had to obey everything he said , or else , Akatsuki was to make no moves against Konoha as long as itachi was alive, and it was also there He made him join akatsuki as a spy, At 13 he became a anbu captain, Time Ran OUT....The third hokage failed to negotiate, and the uchiha were close to doing the coup de tat, He and tobi killed out the clan, and he fully joined them, Anytime between 13-16 Itachi then got partnered with Kisame.....At 17, Third hokage died, He Spoke Directly To Tobi and told him he and kisame were to visit Konoha....Remember akatsuki were not supposed to be targetted, but Itachi's relationship with Tobi allowed him to pull stings....Tobi talks to pain, They get to go......He warns Danzo by showing up, Leaves....
