because water is weak against earth and lightning is strong against earth so you could use this jutsu in conjunction with a water style jutsu so if some one used an earth style jutsu it would be canceled out by the lightning jutsu.

Well, since this lightning jutsu is really fast it is perfect to electrocute a previously shot water jutsu with. The user can't prevent the lightning from hitting the water most of the time because of it's speed. And it can electrocute any water in range. That's it in a nutshell xd
