The blade itself is some form of liquid, obviously not senjutsu.

Cause its liquid form means its not senjutsu what fanfics have you been reading

Only if the wielder is powerful enough then yes it can cut/pierce through gudodama because even though it's an ethereal weapon, it still behaves like a sword as it is a variant of the kusanagi blade.

Obviously it can't seal gudodama Lol it needs to be living I think because that which is sealed gets drawn in a genjutsu forever.

So if the user is Itachi, there is no way he can pierce through gudodama. The blade is made of chakra so his chakra levels have to be close to the level of chakra of gudodama. Gudodama users are either juubi jin, naruto or kaguya so he can't do jack to them...I think
