If release was used in the terms your using it, Then they would not need to release it at a certain time, Since they could release the chakra at any time before or Mid punch to increase that muscular strength. Why they would only increase their muscle strength a split second before hitting makes no sense.But notice it says release...
That can also simply mean allowing the chakra to be focused on the hand and releasing it to enhance the strength of the hand.

CES (if that is even it's offical name) Doesn't actually enhance strength, Its a simple matter of focusing chakra and so forth. Since both CES and Sakura Cherry blossom thing work in the exact same way.
It's just like Heavenly Foot of Pain (just a shite name) works exactly the same as CES but the user focuses chakra into their foot instead of their fist.
Since i cannot find the Databook on CES (if there is one yet) i'll quote wiki even though I don't like using it.

If u raed the Cherry blossom impact post again it has nothing to do with normal punching but punching the ground to cherry blossom petal effect

If an old woman could throw it, what makes you think it is hard to throw for a fit ninja girl? she is stronger than the avarage girls in her agegroup because she trained in taijutsu AND she is a ninja, so it shouldn't be so surprising she was able to do that with her base strength.
Kabuto also has like 3 points in strength, he isn't using CES and he still was able to send Tsunade flying with a punch.
