Correction: A dodged it, Naruto was faster than A and even he didn't really try. Amateratsu is NOT an unbatable justu. Amateratsu isn't fast as light, is just faster than normal jutsus.

Have you never heard the hand is quicker then the eye? Also just cause light is how we see color does not mean we see in light speed. If that was the case we would be able to see anything and everything that moves. Amaterasu is only as fast as you can look and only where you can see. If naruto just moves faster then he can see Amaterasu is useless and in Sage mode he moved fast enough to grab sakura with just a blur. He was compared to his father by Kakashi.

It's Narutoverse where things don't make much sense, thing is Raikage dodged Amaterasu and Naruto is just as fast or faster than him, thus, he can also dodge Amaterasu. Don't bring up the whole he still lost his arm, yeah on purpose! Also, Gaara's sand was fast enough to block Amaterasu. Kishi obviously figured out Amaterasu was too OP and so he hit it with a nerf bat.

If you want to put it that way, yes. As long as the opposite isn't stated. As I said, Minato did the same, yet he didn't use any technique to increase his reflexes or reaction time.

Amaterasu is not unavoidable. With skill and determination people surely could avoid it. Amaterasu can burn anything but it burns it slowly which is why Sasuke was able to dodge the amaterasu Itachi used when he first activated it. Burning Sasuke's katon balll but the ball still gave Sasuke the time, to comprehend the situation and react accordingly to avoid it. And that would be the same with other elements and techniques. For instance Sasuke's amaterasu failed to burn into is Gaara's chakra-infused sand. Thus there are things which cannot be burned by amaterasu. Sasuke is clearly more skilled then Itachi on amaterasu with his blaze release but it still takes a second for his eyes to focus on the point which he wants to ignite with the black flames.
