This thread will be divided into two parts. In the first part, we will look at all of Temari's stats and arsenal. In the second part I will talk about the ninjas that Temari can beat and give valid reasons.
First of all here are Temari's stats in the three Naruto data books.
Temari's stat predictions for the 4th data book:
Ninjutsu: 4.5
Taijutsu: 2.5
Genjutsu: 1.5
Intelligence: 4.5
Strength: 4
Speed: 3.5
Stamina: 3.5
Hand Seals: 3.5
Total: 27.5
On paper these stats look pretty bad but I will analyse each and every one of them to show you how in reality they are actually good.
I believe current Temari is a high jounin level ninja. Her power and skills as a ninja rival part 1 Kakashi, part 1 Gaara and Yamato.
Also look at what the 3rd Hokage says about the Sand Village after Temari beat Tenten.
Basically he says that they are dangerous which means that the 3rd was impressed by Temari's power. This is the same guy who is supposedly one of the strongest ninjas to have ever lived which is saying a lot.
Naruto: All he has to do is turn into the strongest bijuu ever and destroy her with a TBB.
Sasuke: Susanoo will tank anything and everything Temari throws at him.
Gaara: Temari admitted inferiority towards her younger brother and there is a reason why Gaara is the Kazekage while Temari is just a jounin. Also Gaara's sand will tank her wind because Naruto said Gaara's sand is a stronger defence than the 3rd Raikage's skin and if the 3rd can tank her wind, so can Gaara.
Lee: If he goes in gates, there is no way Temari can keep up with his speed.
Tenten:Ironically Tenten is on the list of ninjas that can beat Temari. She can only do this by using the banana fan to create a huge flame that will use Temari's attack as fuel and burn her.
Ino: Ino is not that fast and her mind transfer is dodge-able and very risky. Ino can not afford to take such a big risk or else she will remain unconscious and you know what that means. If Ino decides to attack Temari upfront then Temari can easily block her punches. Temari will then proceed to blast her with fuuton and knock her unconscious like she did with Tenten.
Hinata: Hinata's blows can easily be blocked by Temari's fan. Temari is also faster and much smarter than her. Hinata does not have rotation to protect herself which is why Temari simply one shots her with anything in her arsenal.
Sakura: Sakura is a close range fighter like the other two before her so the only chance she has is if she starts close to Temari. Sakura's punches are very strong and will destroy Temari's fan so Temari can't simply deflect her punches like she did with Lee. At mid range Sakura can throw some sleeping gas bombs but this attack can easily be blown away by Temari. Anyway Temari is the clear victor unless they start right next to each other.
Kiba: Kiba is pretty fast so Temari better watch out. She was able to keep up with the 3rd Raikage in base so Temari should easily be able to slice Kiba before he touches her. Kiba is pretty durable and fast so Temari will need to use any B rank jutsu or higher against him. Temari is the clear victor at any range except for an initial <10 m starting distance.
Shikamaru: Temari knows all of Shikamaru's fighting style and abilities so she won't fall for the same trick twice. Shikamaru basically admitted inferiority to Temari during the Sasuke Retrieval Arc. Now that she is jounin and Shikamaru is still chunin, it is clear who is stronger between the two of them. Any one of her jutsus should be able to take Shikamaru out for good.
Shino: Shino's bugs are pretty effective in taking people out but Temari can just blow them away. Temari is superior to Shino at any range because even her taijutsu is better than his.
Choji: Choji is now a giant and can fly in butterfly mode. He is very strong and squish Temari like a bug. On the other hand, just because Choji is a giant doesn't mean he can't get hurt. He would still feel lots of pain if he is hit by a wind scythe. Choji is a huge target so Temari should not have problem cutting him. His body is big but not as durable as the 3rd Raikage. Also, Temari can slice Choji's wings off and he will come crashing down. At close range Choji is the clear victor. At mid range it can go either way but I believe Temari would most likely win. At long range Temari would most definitely win but Choji in his butterfly mode will put up a good fight.
Sai: Sai is pretty elusive and stealthily. He can also create any type of monster he desires simply by drawing. He can also use ink clones to confuse Temari. He'd definitely put up a good fight at any range. On the other hand, Temari's jutsus are much faster to activate because all she has to do is swing her fan unlike Sai who has to draw them out. Her wind with its large radius will destroy all of Sai's monsters. If Sai goes airborne Temari can still hit him so it is a pretty bad idea if he does that. Overall Temari is the clear victor except for close range where she can get blitzed.
Neji: This would be a really good fight to behold. I believe Temari can beat Neji at mid or long range but would lose to him at close range. Temari's wind cast net or Kiri kiri mae should destroy Neji's rotation. Also Neji is very fast so Temari needs to keep her distance from him or he can use vacuum palm. Neji is a genius but Temari is more intelligent and a better strategist than him. Also Temari has much better feats than him. In part 1, Temari defeated Tayuya without much difficulty but she had some help and knowledge. Neji, on the other hand, almost died fighting Kidoumaro and would have lost if Kidoumaro wasn't toying around. In part 2, Neji has pretty pathetic feats and is outclassed by Temari who managed to hold her composure while fighting the 3rd Raikage with the help of fodders.
Kankuro: I'm on the fence on this one but I believe Temari can pull it off. Kankuro is very effective against his opponents because they lack knowledge of his puppets. Temari, on the other hand, knows all of her brother's strategies and all the traps the puppets hold. She should be able to defeat him based on this. She is also smarter than him and is his older sister. Her wind should be able to destroy his puppets and cut those chakra strings pretty easily. Sasori's puppet is the hard part because it holds a katon jutsu which, if Kankuro knows how to use effectively, will defeat her. She could theoretically hide behind her fan and let the flames pass though and I am assuming Kankuro does not know how to use that puppet properly yet. IMO, Temari beats him at all ranges but with high difficulty.
Base Naruto: I believe Temari can beat Naruto at long range as long as he stays in base. Her wind would slice all of his summons. She can destroy all his shadow clones with ease. If Naruto tries to attack her with rasengan or rasenshuriken, she can try to destroy the clones before the attack is complete. Naruto in base is also not too fast so Temari could take out him and all his clones with a kiri kiri mae.
Base Lee: Lee is fast and all but if Temari can keep up with the 3rd Raikage in base, she shouldn't get blitz by a Lee without gates. We all know that Temari kept up with weighted Lee quite easily and I'm sure she can keep up with weightless Lee. I don't think Lee can dodge a wind cast net because it has a huge width. Lee clearly beats her in CQC but Temari easily destroys him at long range. At mid range Temari would still win.

Tenten who had a 3 in speed could not dodge this attack and was knocked unconscious which shows the power behind this attack. With just this attack in her arsenal, she was equal to Shikamaru during the Chunin Exams. Both Shikamaru and Temari during the Chunin Exam finals were low chunin level ninja.
Now let us see the exact same kamaitachi jutsu but this time used in part 2.
Currently, this jutsu of her's is powerful enough to cut metal armour that Samurai use.
So you see that her base wind scythe which in part 1 couldn't even fully cut a tree can now slice metal armour. This shows that all of her jutsu powers have increased a lot. It also shows that she has a great control over how she controls her wind because she did not hurt the samurai and was able to cut the armour and make sure the amaterasu doesn't touch the samurai.
As you can see, this jutsu's power and range far outclasses the first one. Even the Naruto Wiki says it is a lot more powerful than her Kamaitachi No Jutsu. If her first jutsu is deadly enough to knock Tenten unconscious but couldn't cut a tree, this jutsu, which can cut several trees at once must be able to do a lot more damage. It is also a lot harder to avoid because it covers a wider range. If you read the panel, Temari was able to deflect the sound waves so sound genjutsu is ineffective against her. On the same panel, Shikamaru admits inferiority to Temari after seeing this jutsu. At this point Temari is a high chunin level ninja until she shows us this:
As you can see, this jutsu of her's is on a completely different level compared to all of her previous attacks. It is a very fast jutsu capable of slicing the environment and many enemy ninjas in the vicinity. Temari only uses this technique when the enemy is hiding from her eyesight or behind cover. She doesn't even need to be a sensor to be able to defeat an enemy that she can not see. According to the Naruto Wiki, Tayuya was screaming in pain before she was crushed by the trees so it is a technique that will slice an enemy and deal a lot of damage. The Naruto Wiki also states that the weasel she summons is so small and fast that it can not be seen by the unaided eye. This obviously excludes dojutsu users and sensors but you get the idea that not a lot of people can counter this technique.
The data book says that this jutsu's area of effect spans for several hundreds of meters.
術の効果範囲は、術者を中心として半径数百ｍにも及ぶ。またその大旋風は、薙ぎ払われた巨木や岩をも巻き込 み、敵はなす術なく倒れ去るのみ！！
"The effects of the jutsu stretch outwards for several hundred metres. The swirling winds also whip up the mowed down trees and boulders which rain down on the helpless enemy!!"
The data book also states that the jutsu is useful for breaking down enemy defences and if Temari is completely surrounded by a huge number of enemy ninjas she can kill them with a kiri kiri Mae.
多数の敵に四方を囲まれたり、遮蔽物に隠れた敵を攻撃する場合に極めて有効。術の発動後、自身の姿を曝して しまうことだけが、唯一の難点だ。
"It is highly effective when surrounded on all sides or when the enemy is hiding behind a shield. The sole weakness of the jutsu is that it exposes the user’s position."
At this point, I would say Temari is easily a low jounin level ninja and her power rivals that of one tailed Naruto and CS2 Sasuke.
She hasn't used this jutsu in Shippuden but look at what she says in the panel circled in red.
This is just too OP!!! Attacking him continuously with that jutsu over an interval is like Sasuke spamming kirin or Naruto spamming a TBB over a continuous interval. She hasn't done this but I will take her word for it.
This is what the Naruo Wiki says about this technique.
"Using her Giant Folding Fan, Temari creates multiple narrow currents of wind that form a large net of sorts. The winds generated from this technique, are sharp enough to slice deeply into an opponent even one such as the Third Raikage, who was renown for his tremendous durability."
Basically if an ordinary ninja is hit by this technique than they are as good as dead because those narrow yet powerful currents of wind will chop their bodies and internal organs like a saw chopping wood. Notice the wideness of this attack, not many ninjas can dodge this.
I personally think this technique is an S rank because of the deadliness. The Third Raikage tanked a TBB so even doing a little bit of damage against the 3rd Raikage makes this jutsu an extremely powerful one.

Okamaitachi No Jutsu
I didn't want to post a scan of this jutsu because she only used it once and it didn't seem very powerful because Sasuke's susanoo tanked the attack like it was nothing. This also shows that even an incomplete susanoo is extremely OP. Anyway the Naruto Wiki says this jutsu is a more powerful version of Dai Kamaitachi No Jutsu which is a more powerful version of the regular Kamaitachi No Jutsu. If you read the power difference between Dai Kamaitachi No Jutsu and the Kamaitachi No Jutsu you should realize that this will have an even greater range and deal even more damage. This jutsu is not in the data book yet because it was used in the kage summit arc but going by the ranking system this one is most certainly an A rank jutsu.

Taijutsu
Taijutsu is not Temari's specialty and it has always stayed a constant 2.5. Although she has better taijutsu than any of her siblings. Saying all of this her taijutsu in part 1 was on par with or greater than weighted Lee.
She easily blocked a kick from weighted Lee and then commented on how pathetic his kick was. Lee also did the same kick against Sasuke but Sasuke could not react to it despite having a sharingan. This shows that Temari's reaction speed was better than pre exam 2 tomoe Sasuke. Lee's kicks are also very strong so Temari being able to block such a powerful kick after coming out of a fight shows just how physically strong she is.
Her stats did stay constant which would mean she stopped training in taijutsu. I believe that in the beginning she honed her skills in ordinary taijutsu before becoming a wind specialist and then her taijutsu skilled stayed constant after that because she no longer needed to train those skills if she could just blow the enemies away.

There aren't many counters to these types of genjutsus which makes someone like Temari very helpful when fighting opponents who use these types of genjutsu.

If you reread the fight between her and Shikamaru, Asuma was very impressed with her intelligence. She was able to see through most of Shikamaru's traps except for that hole one and this is because the hole was behind her so she could not have seen it coming. She deciphered Shikamaru's shadow jutsu pretty quickly and was able to quickly adapt to many difficult instances in the battle.
This picture shows that Asuma was impressed with her intelligence and was compared to Shikamaru's who has an IQ of over 200. Kurenei commented how Shikamaru's plan wasn't good enough. In the panel we also see that Temari was able to figure out that as the battle dragged on, Shikamaru's shadows would grow longer because the sun would move. Not many people can think this deeply in the middle of an intense battle. Her deep thinking and strategies during battle shows us that she remains calm, collected and calculating even in the most intense situations.
The data book agrees with me:

"Being the older sister of Gaara and Kankurō, her own ability of wind control is formidable. She surveys the situation calmly, and moves the instant she spots an opening. Her sense of balance in combat is probably the best out of her siblings."
As you can see, her intelligence level jumped from 2.5 to 3.5 in a span of two months (during chunin exams all the way to Sasuke Retrieval Arc). This huge bump is hard to explain but I believe her talks with Shikamaru made her smarter just like Sasuke's talk with Itachi seems to have made him much smarter. Also her problems with her father and her brother Gaara stopped so I believe she was able to think more clearly after the Invasion of Konoha Arc.
Currently, Temari has shown us strong leadership skills in the war arc. If it wasn't for her, a lot more people would have been killed by the 3rd Raikage. She was ordering ninjas to stand back whenever the 3rd launched an attack. She basically took control of the 4th division once Shikamaru and Gaara left and were too busy in other battles.

Lee also had weights on during that time which would increase the weight of those kicks but Temari shrugged them off like it was nothing and trolled Lee by telling him he is pathetic. If you compare the score that Temari got in strength with other characters. You will see that Temari's strength is on par with Kakashi, Itachi, base Naruto and Sasuke. They all got a 3.5 in strength just like Temari. All of them have pretty good strength feats and it shouldn't require rocket science to see this. Also Temari carries and swings a giant metal fan in battle like it is nothing so this should tell you that she boasts great physical strength.
Speed
Temari isn't a fast ninja compared to many others but she doesn't need to be fast because she is a mid-long range fighter. Unlike people who use taijutsu, she does not need to be super fast.
Saying all this, her reaction speeds along with her two brothers are actually very good. She was able to react to Lee's kicks, Tenten's weapons, Shikamaru's shadows and Tayuya's sound. Sound travels very fast so her being able to swing her fan in time shows us that she has amazing reaction speed. Also recently she fought the 3rd Raikage and never complained about the Raikage being too fast. She was also able to hit him which I showed earlier, meaning that she can keep up with opponents much faster than her.
She can also force a faster opponent to slow down by pushing them back by controlling the wind currents in such a way that air pressure becomes very strong.

Temari's stamina is pretty good for a young female jounin and was on par with Kakashi's and the 3rd Hokage. Her stamina is better than sick Itachi's. Remember though these data book stats are old so current Temari will obviously have an even better stamina than Kakashi and the 3rd Hokage. This is kind of obvious because her stamina has increased each data book entry.
As a genin, she was able to summon katamari in the middle of a battle. Summoning jutsus are very difficult to perform when you are a genin because they take too much chakra. Even part 1 Naruto (a stamina monster) could barely summon a small frog.

Also look at what the 3rd Hokage says about the Sand Village after Temari beat Tenten.

Basically he says that they are dangerous which means that the 3rd was impressed by Temari's power. This is the same guy who is supposedly one of the strongest ninjas to have ever lived which is saying a lot.
List of Young Ninjas that can Beat Temari
Naruto: All he has to do is turn into the strongest bijuu ever and destroy her with a TBB.
Sasuke: Susanoo will tank anything and everything Temari throws at him.
Gaara: Temari admitted inferiority towards her younger brother and there is a reason why Gaara is the Kazekage while Temari is just a jounin. Also Gaara's sand will tank her wind because Naruto said Gaara's sand is a stronger defence than the 3rd Raikage's skin and if the 3rd can tank her wind, so can Gaara.
Lee: If he goes in gates, there is no way Temari can keep up with his speed.
Tenten:Ironically Tenten is on the list of ninjas that can beat Temari. She can only do this by using the banana fan to create a huge flame that will use Temari's attack as fuel and burn her.

Ino: Ino is not that fast and her mind transfer is dodge-able and very risky. Ino can not afford to take such a big risk or else she will remain unconscious and you know what that means. If Ino decides to attack Temari upfront then Temari can easily block her punches. Temari will then proceed to blast her with fuuton and knock her unconscious like she did with Tenten.
Hinata: Hinata's blows can easily be blocked by Temari's fan. Temari is also faster and much smarter than her. Hinata does not have rotation to protect herself which is why Temari simply one shots her with anything in her arsenal.
Sakura: Sakura is a close range fighter like the other two before her so the only chance she has is if she starts close to Temari. Sakura's punches are very strong and will destroy Temari's fan so Temari can't simply deflect her punches like she did with Lee. At mid range Sakura can throw some sleeping gas bombs but this attack can easily be blown away by Temari. Anyway Temari is the clear victor unless they start right next to each other.
Kiba: Kiba is pretty fast so Temari better watch out. She was able to keep up with the 3rd Raikage in base so Temari should easily be able to slice Kiba before he touches her. Kiba is pretty durable and fast so Temari will need to use any B rank jutsu or higher against him. Temari is the clear victor at any range except for an initial <10 m starting distance.
Shikamaru: Temari knows all of Shikamaru's fighting style and abilities so she won't fall for the same trick twice. Shikamaru basically admitted inferiority to Temari during the Sasuke Retrieval Arc. Now that she is jounin and Shikamaru is still chunin, it is clear who is stronger between the two of them. Any one of her jutsus should be able to take Shikamaru out for good.
Shino: Shino's bugs are pretty effective in taking people out but Temari can just blow them away. Temari is superior to Shino at any range because even her taijutsu is better than his.

Choji: Choji is now a giant and can fly in butterfly mode. He is very strong and squish Temari like a bug. On the other hand, just because Choji is a giant doesn't mean he can't get hurt. He would still feel lots of pain if he is hit by a wind scythe. Choji is a huge target so Temari should not have problem cutting him. His body is big but not as durable as the 3rd Raikage. Also, Temari can slice Choji's wings off and he will come crashing down. At close range Choji is the clear victor. At mid range it can go either way but I believe Temari would most likely win. At long range Temari would most definitely win but Choji in his butterfly mode will put up a good fight.
Sai: Sai is pretty elusive and stealthily. He can also create any type of monster he desires simply by drawing. He can also use ink clones to confuse Temari. He'd definitely put up a good fight at any range. On the other hand, Temari's jutsus are much faster to activate because all she has to do is swing her fan unlike Sai who has to draw them out. Her wind with its large radius will destroy all of Sai's monsters. If Sai goes airborne Temari can still hit him so it is a pretty bad idea if he does that. Overall Temari is the clear victor except for close range where she can get blitzed.
Neji: This would be a really good fight to behold. I believe Temari can beat Neji at mid or long range but would lose to him at close range. Temari's wind cast net or Kiri kiri mae should destroy Neji's rotation. Also Neji is very fast so Temari needs to keep her distance from him or he can use vacuum palm. Neji is a genius but Temari is more intelligent and a better strategist than him. Also Temari has much better feats than him. In part 1, Temari defeated Tayuya without much difficulty but she had some help and knowledge. Neji, on the other hand, almost died fighting Kidoumaro and would have lost if Kidoumaro wasn't toying around. In part 2, Neji has pretty pathetic feats and is outclassed by Temari who managed to hold her composure while fighting the 3rd Raikage with the help of fodders.
Kankuro: I'm on the fence on this one but I believe Temari can pull it off. Kankuro is very effective against his opponents because they lack knowledge of his puppets. Temari, on the other hand, knows all of her brother's strategies and all the traps the puppets hold. She should be able to defeat him based on this. She is also smarter than him and is his older sister. Her wind should be able to destroy his puppets and cut those chakra strings pretty easily. Sasori's puppet is the hard part because it holds a katon jutsu which, if Kankuro knows how to use effectively, will defeat her. She could theoretically hide behind her fan and let the flames pass though and I am assuming Kankuro does not know how to use that puppet properly yet. IMO, Temari beats him at all ranges but with high difficulty.
Base Naruto: I believe Temari can beat Naruto at long range as long as he stays in base. Her wind would slice all of his summons. She can destroy all his shadow clones with ease. If Naruto tries to attack her with rasengan or rasenshuriken, she can try to destroy the clones before the attack is complete. Naruto in base is also not too fast so Temari could take out him and all his clones with a kiri kiri mae.
Base Lee: Lee is fast and all but if Temari can keep up with the 3rd Raikage in base, she shouldn't get blitz by a Lee without gates. We all know that Temari kept up with weighted Lee quite easily and I'm sure she can keep up with weightless Lee. I don't think Lee can dodge a wind cast net because it has a huge width. Lee clearly beats her in CQC but Temari easily destroys him at long range. At mid range Temari would still win.
