Kabuto should be moved to Titans, he has powerfull techs like Edo Tensei but he sucks in 1 vs 1.
Mifune on par with the Sannins, Pain or Itachi ?
Compared to the rest of the list he is weak.
Tsunade to Renown fighters.
She is slow and have only Taijutsu.
Sasori and Danzo should be moved to the Titans.
Danzo was Hokage and had Ka and Izanagi.
Sasori defeat the strongest Kazekage and a whole country.
Kisame and Kakuzu could actually also be moved to Titans.
Kisame could defeat any Bijuu, had bijuu like chakra level and a strong body.
Kakuzu has much experience, 5 elements, and many strong jutsus.

danzo and gaara belong in god tier. danzo has ten lives plus shisuis eye. gaaras the best long range fighter in the manga.

Unless you give me a clear and logical explanation as to why a character should move a tier, I'm not going to take your word for it, because most of it is false, i.e. someone said Minato > Hiruzen
p.s. 12 years younger still puts Hiruzen at around 56, when Minato was like, 20? Don't get me wrong, Minato's cool, but he's not going into demi-god.
Shisui should be in the Demi God tier. He was the best ever shunshin user and genjutsu user. He was Itachi's mentor that has a code of honor similar to Naruto, and essentially sounds like a rough hybrid of Minato and Itachi (who should also be moved up, imo.)
