Overall, Shisui doesn't have enough hype to be compared to Madara, Hashirama and Nagato etc. Also, you should put Izuna in the titans tier.

Hmm, thinking about it, he might deserve a spot. Someone without info is basically dead, and someone with info will still have an unbelievably difficult time dodging every attack laced with poison, and defending themselves against the thirds Iron sand. You're right, he's getting moved up.
