Like i've already said. I don't think he will give him his arms back directly, but that he will give life back to the edo tensei structure allowing Minato to regenerate his arms back once again normally. I think it's how Naruto's jutsu works. He creates life in anything with his yin/yang related sage technique

Not saying they aren't inconsistencies, only kishi knows what he's writing. But he obviously knew what he was doing when he made Mizukage bite his thumb and when itachi bled multiple times.

And it's only when they are injured that there body turns into paper. But it seems they can still produce blood when using blood specific attacks.
