Speed is how far you traveled and how long it took. Smoker's ability to turn into smoke allowed him to get a certain point before Luffy, in less time, that makes him faster.

your messing up distance with displacement... speed is distance over time, luffy traveled a longer distance (or the same) and arrived at the same time as Smoker and luffy wasn't in gear 2.

by this we can say base Luffy >= Smoker in speed because we don't know if smoker had an easier route.
