Question in op. And if so, who can do it? Who is the slowest character who can blitz him?
Luffy isn't fast enough? What makes Mingo faster? He may have faster striking speed but that's bound to change once they really start exchanging blows. I think Luffy has faster overall mobility, and Smoker has faster mobility than Luffy.I think you'd have to be Doffy level and above. And before someone says it, no, Luffy ain't good enough

what? vergo has no speed feats, so far sanji and smoker were faster than him during their fights. only thing about him was his iron like body and armament haki being able to take hard hits.I highly doubt Luffy is faster than Vergo. There hasn't been any kind of indication that Luffy's speed exceeds Vergo's.

No speed feats? He was keeping up with Sanji, whose movements are faster than that of even a Fishman in water, Sanji is pretty damn fast and Vergo kept up with him.

In the same time it took for Law's heart to teleport over to him, Vergo was able to move over and prepare an attack. You can tell by the fact that the sound effect says catch at the very same time that Vergo is besides Law with his foot arched for a kick, that Vergo was able to cross that distance in the same window of time it took for the heart to get to Law.

As you can see here, they're a considerable distance between the two. That's a pretty damn good speed feat.
I think rikerslade gave perfect manga page which shows vergo speed blitzing law.

If Sanji is faster than Vergo, why was Vergo able to counter his blows? Vergo was able to block Sanji's kicks, and Sanji did the same. And Sanji is faster than Luffy.
To your pic of Law cutting Vergo, that was not the result of Vergo's speed decreasing, that was the result of Law putting his attention on Vergo solely instead of focusing on getting his heart back. I love you didn't actually the speed feat I presented.

Law was focusing on getting his heart back and not fighting vergo thats why he got blitz.

Law was able to one-shot Vergo because Vergo no longer had Law's heart. Law was distracted by getting his heart back and because Vergo was squeezing his heart. It had nothing to do with Vergo's speed, but Law's focus. Vergo charging at Law in my scan, Vergo charging at Law in your scan, it's the same speed, the difference is, Law was paying attention this time.
