Can Jiraiya be raised by Edo Tensei?

Title says it all. I know that Kabuto said his body was too deep in the ocean to retrieve but he also said the bloodstains on the Paths of Pain may be sufficient. What do you guys think? Do you think he could be stopped if he was resurrected?

I think that there is a really good chance that jiraiya and shisui will be revived.

Kabuto may have been lying to Tobi about not having jiraiya and shisui, and TBH I think jiraiya will somehow make an appearance to meet Dan and Tsunade.

Shisui will be revived to fight itachi when he gets to kabuto.
