No, i think that Kishi would use kabuto to explain the limitations of the IWR so that we'd understand how it works

If he was just explaining the limitations, then he would not have needed to include ways for him to resurrect shisui and jiraiya.

Another thing too, don't you think that shisui, with all his recent hype about him being a good guy, and an awesome nin, would not be showcased in action before the end of the manga?
If Kishi is going as far to ressurect these no-named edos like scorch release, blast release, and one-panel magnet shuriken-man, wouldn't you say its very probable that he will resurect this guy who's been receiving all this recent hype, and on top of it all, he's from Kishi's favorite clan!

Well considering Danzo's eye was crushed, I don't think Shisui can be resurrected. Jiraiya on the other hand....

he can't revive orochimaru because oro is not dead. He is just sealed, just like the fourth, third, second and first who also can't be revived.

Title says it all. I know that Kabuto said his body was too deep in the ocean to retrieve but he also said the bloodstains on the Paths of Pain may be sufficient. What do you guys think? Do you think he could be stopped if he was resurrected?

There is a possibility for finding Jiraya's body. They surely have a Kisame's clone. With it they can get as deep into water as they wish to. If they don't have one, well they have Zetsu who can copy an use someone's DNA and chackra and they can use him instead of Kisame.
Another posibility is to trick Suigetsu ino doing this - you know he can turn himself into liguid form and back ino human form, therefore he would be the perfect choice - he could be the only one able to do this. An instant posibility would have been Suigetu's elder brother, but he's sealed now.

i think Jiraya will come back in one of the manga numbers from 580 on, because there Kabuto is revealed to have learnt being a Sage, and i think Jiraya will be brought back to fight him along Itachi and Sasuke, as a sage because naruto is busy indealing with Toby, the fake Madara.

EDIT: Nvm found it... you're right but he said don't push your luck, Tobi never had their weapons.

Tobi has Danzo's body and Nagato's body. so Shisui and Jiraiya aren't completely ruled out as for being summoned via IWR.
