Sakura has no real technique, rather just overpowering strength, and I would argue that the Twin lion fist would have the same impact on the enemy, just not that destructive. If she punched the rotation directly then it would blast her back with ease due to the fact that it "knocks away chakra" , a timed release of chakra from sakura's fist would get redirected.

Add the fact it easily stopped the juubi's tail sweep , who finger flicked giant bijuu's in a weaker form makes it highly obvious that rotation negs it.

Am sure the juubi itself could replicate sakura's feat seein as the tail was shown to be the strongest part of a bijuu , cememted by the feat shown by the bijuu's pummeling blind madara with their tails along with various other feats in the war.

Scale that up to the juubi who could finger flick those tail attacks from the bijuus and add the fact that the juubi's tail would be many times above the power of standard bijuu , then add the fact that rotation flicked the juubi away , its fairly obvious that rotation stops sakura's punch low diff.

The fact that rotation works by knocking away chakra which is wat produces sakura's feats only cements this fact.
