If Danzo can catch on how he uses his teleport tech with his kunai then yes he can probably win. But it will take a few tries of Izanagi for that to happen unless he already knows. He is a elder of Konoha so he should know something about Minato's abilities. Izanagi is just a huge cheat mode for Danzo since he can spam it over and over.

KA aside, danzo doesn't have a single jutsu that can deal with minato. the curse seal? fat chance of hitting minato. those wind shuriken or sword? likewise. danzo is not fast, he will need izanagi to defend from minato's speed, and the izanagi takes a toll on his chakra levels every time one of his eyes close. so he has 10 minutes in which to hit minato and kill him, sorry but i don't see that happening.

Superiority has nothing to do with who would win. Sasuke had an advantage that Minato wouldn't have. Sasuke's eyes was able to see the effect the first time he used it, and that's why he used his sharingan to trick Danzo. Minato doesn't have that advantage, yes Minato is far superior in many things than Sasuke, but this is a fight of the sharingan, of genjutsu. Minato can understand the technique the first time he sees it that is if he escaped, and if he does escape than Danzo would be in trouble. But Danzo is an old school shinobi, he's also smart, more knowledgeable, more experienced than Minato. Minato's speed is amazing but would little to genjutsu. Minato's best chance would be to move first and be done with it, but Danzo knows of his speed as he was renowned for, so Danzo would use Izanagi first.

Danzo beating Minato wouldn't mean he's stronger, but had an advantage. It's the world of ninjas, power alone doesn't always win you a fight, but skill, intellect, strategy, tactics to be a step ahead. Naruto is stronger than Sasuke now, but if he fought Danzo he would have lost.

Minato being a superior ninja to Sasuke in terms of genius, combat, intelligence etc etc has a lot to do with it if not everything to do with it. Although he doesn't possess a sharingan, you're discrediting the title of "genius" that was associated with him. He is on Itachi's level of genius, if not greater. His ability to assess a situation and compromise is incredible.

Danzo may have greater battle experience, knowledge, or whatever you want to say. But he also has more of those things over Sasuke, which makes that part of your debate completely moot.
