It could go both ways, Danzo can use that eye of him to escape his speed, you know izanagi, Danzo would know of ftg so izanagi would be first thing he uses, as Minato doesn't have a clue of his abilities. Minato has a chance if Danzo doesn't have to unscrew that thing in his arm, he's screwed as we all know fighting Minato is a time thing, every second, millisecond count. If Minato sees the technique once and is able to escape it, there is a high chance that Minato would take this. Minato is too fast for danzo to react or have time to use his eyes even with Minato's base speed. But it's hard to say, Sasuke won because of plot no jutsu, and his sharingan did help him, but not having a special eye, it is more likely for Minato to lose. A battle of genjutsu is hard to escape even for the most skilled warrior.

Don't let fanboyism cloud your judgment as it will affect your ideas, I love Minato too but there are times to give it to whom deserves it, I'm not saying Danzo will beat him, but he can. This fight is hard to tell, in my opinion it could go both ways. Whoever has time to use their ability first could be a step ahead.

Well actually, if i think about it Danzo is pretty tough with those eyes of his. Minato would have trouble tricking Danzo like Sasuke did with his Sharingan. However, if Minato could outlast each Izanagi then Danzo might have trouble. Then again, Danzo does have Shisui's eye and we havent even seen how powerful that is yet.

Superiority has nothing to do with who would win. Sasuke had an advantage that Minato wouldn't have. Sasuke's eyes was able to see the effect the first time he used it, and that's why he used his sharingan to trick Danzo. Minato doesn't have that advantage, yes Minato is far superior in many things than Sasuke, but this is a fight of the sharingan, of genjutsu. Minato can understand the technique the first time he sees it that is if he escaped, and if he does escape than Danzo would be in trouble. But Danzo is an old school shinobi, he's also smart, more knowledgeable, more experienced than Minato. Minato's speed is amazing but would little to genjutsu. Minato's best chance would be to move first and be done with it, but Danzo knows of his speed as he was renowned for, so Danzo would use Izanagi first.

Danzo beating Minato wouldn't mean he's stronger, but had an advantage. It's the world of ninjas, power alone doesn't always win you a fight, but skill, intellect, strategy, tactics to be a step ahead. Naruto is stronger than Sasuke now, but if he fought Danzo he would have lost.
