Depends on which version your talking about. Gaara can't control the Shukaku so it's not his power. Anyway, CE Gaara's sand attacks weren't that strong and she can easily evade them. Gaara's sand shield isn't tanking her super-powered punches that Hashirama stated was stronger than a young Tsunade. As for SRA Gaara I'll give you that Gaara should win with mid-high diff.

lol it would be really funny fight. Sakura charges at him and he put up some sand thinking she wont do much and shcomepletely blows him off his ass, which is exactly what would happen.

Sakura beats him, he would not start fight with any big techniques like sang Tsunami. He will most likely try to block punch of hers which will go through anyhow, she is fast enough to zone in with her speed feats gaara nor his sand has much anyway.

Ahh. Part 1: Where it was all about new talent and was very interesting at the same damn time!
Gaara at that time could of probably defeated anybody 1v1.
Kishi didn't develop Gaara's character at all in Part 2, making him lack a lot of Potential.
If he had been an Uzumaki, and/or excelled in Sealing Jutsu and Mastered Shukaku, he'd have been in pt.2 Top 10.​

Unless Sakura has gates level speed she isn't getting pass Gaara's Sand, Sand absorb the impact of the punches, you guys just need to face the facts that Sakura is a bad match up in a fight against Gaara.
