Tite stated that his power is actually beyond anyone in Bleach, and thats why Aizen attacked Soul Society when Kenpachi wasn't there.

Also, Kenpachi uses his eyepatch to reduce his power equal to his opponent, so he won't get bored of fighting. If he wouldn't do that, he would easily kill anyone in Bleach, even the Soul King.

Urhahura wins becuz of his swords amazing speed and abilities also uruhara ( sorry can't spell his name) has amazing intellect which has been shown many times especially recently when the Quincy were trying to take ichigos bankai and he analyzed in a matter of minutes his intellect is probably above mayuri. Also his shikai would do very well against senbonzakura since it can do multiple things and has the powers for a strong offense and defense
