Not totally true, because those two things have opposite working principles to achieve the similar effect ......
1. Gates release removes the inherent limiters to chakra flow and muscle restraint, to allow a huge burst of chakra. Like Forcing a Glacier to melt superfast to increase the water flow.
2. The Seal employs chakra control to build up Chakra and then release it. Like a dam to build up water and release it.
It would be impossible to use precise chakra control when your chakra restraints are removed, Like trying to use dam against a rushing colossal flood ..... Best case scenario Gates time limit is extended (One can not simply surpass the Body's prime limit) worst case scenario one blows up ... most probably the two techniques are incompatible.
Also Oonoki, neither a medic nin nor a Gates user has shown tremendous durability at an extreme age. So durability might actually depend on the amount of chakra one has.
