Somewhat. Jiraiya is just talented, and not just in Sage Mode. His overall toad summonings and abilities are super advanced and OP. With a touch of the forehead he could turn someone into a frog for life.

Dependent on whether or not he will have the same abilities like Naruto/Jiraiya, he definitely won't be able to mass produce clones, nor will he have the chakra pool like Naruto. You can count FRS out, and about 99% of Jiraiya's toad abilities since there is no one to teach him anything except Summoning jutsu.

Anyway Bolt doesn't have any qualities that Naruto and Sasuke has in terms of relying powers from the outsource. I do believe Bolt inherited a special Kekkia genkia bloodline from Hinata and will awaken a dojutsu but instead he will have a blue eye with the Enhance powers of Byakugan. An Aogan. Similar to Tensigan.

Boruto is a ninja with a great potential. We can agree with this as we saw him sparring with his dad, which was good for his age. His shadow clones seem to be perfect. Being an Uzumaki he will have a strong life force and chakra nature. And he's being advertised as a Prodigy which reminds me of another prodigy- Namikaze Minato
