Blind Itachi vs No Arm Minato vs Legless Gai

Well, Minato does have kurama's cloak... So neither Gai or Itachi could do any damage to him.
With the cloak he could still do damage regardless of no arms. He will also be the fastest one, even without FTG.
Itachi without his sharingan is a joke. The uchiha rely solely on their eyes. No sharingan = no movement prediction or enhanced taijutsu. He will be the first to go.
Gai could go7 gates, but without any legs, he's at a huge disadvantage. If itachi doesn't croak first, then gai will.

No he can't. Almost blind Itachi can use Susanoo. Blind Itachi can't even use MS as we have seen when Sasuke almost blind and his Susanoo disappeared. Itachi simply didn't react that point yet. Blindness=No Mangekyo techniques=Itachi gets raped.

He can still use BM kyuubi Rasengan.....no arms needed

Unless its edo bm minato, Itachi takes this rather easily.
To state the obvious first.
Minato cannot use no ninjutsu without his arms, including hiraishin.
Apart from not being able to throw his kunai's, hiraishin requires so much concentration that numerous times we have seen minato forming the seal of confrontation.
I keep hearing gai would go 7 gate and blitz. What is he blitzing with no legs, his upper body?. Unless gai can fly, blitzing with his lower body will cause him more harm than good.
Itachi wins simple because firstly, itachi has for a number of years been partially blind therefore blindness is no issue to him, though in this case its total blindness.
Secondly he has his 4 other senses most importantly, most importantly hearing and smell.
He was the captain of the assassination squad, so while not saying he rivals zabuza at silent killing without any form of vision, he should be skilled at the very least to have heightened senses, excluding his vision. You cannot be an assassin which by definition should be somebody who is a master of stealth and tracking let alone the captain of the whole squad if all you depend on is your eyesight

OP you said itachi doesn't have his sight. However you never said his crow summons are also affect by this. SO itachi using his summonings can further guide him as his crows will have vision and will communicate/notify him. His crows will basically act like his eyes. So apart from his other heightened sense which comes with being an assassin, he also gains some form of vision.
He can use genjutsu without his eyes.
He has katon variations and suiton, along with either kage bunshin or karasu bunshins.
