Anyway armless Minato basicly has taijutsu without arms.
Blind Itachi has no occular provess, it is up to his proficiency How he can use his elements/tai/ninja tools wo eyes, he can still do something.
Gai was able to "walk" on his hands also can use Asakujaku or Hirudora.
Gai takes this imo since he would just shoot out the best in his situation he have got like others do, the matter is his fire power is better, faster and more powerful than theirs at current scenario.

Minato has only access to Bijuumode in Edo state. It's not canon alive Minato.
Guy wins as he can still activate all 8 gates (7 without dying) and walks 500 rounds around the village with hands in training days.
If you talk about BM Minato, what is Edo state, he is compared to Edo Gai who can enter 8 gates with limitless Chakra and immortal body.
I am aware of that, but usually in debates people tend to ignore that and give alive Minato BM anyways so I just gave him BM.
But of course, if it indeed is restricted then Gai is the obvious winner.
