Bleach has better action/fight scenes, but other than that it has absolutely nothing on Naruto. The manga progresses painfully slowly (because of how Kubo likes to draw annoyingly large panels), two of it's major arcs have been the same (save the girl), and above all it has no solid story.
Even now, Bleach has no story. What is it so far? Ichigo discover a power, infiltrates the enemy territory, defeat some guys, save the girl, have the Arc's major battle, Repeat @ Hueco Mundo.
Naruto has so much more plotwork than Bleach to the point where they are almost incomparable. It's also a fact that Kishi draws his material from Japanese mythologies and incorporates them subtly into the manga which goes to show the immense time, effort, and thinking he puts into his work.
If you want to say which manga has better fighting, then it's Bleach.
But if you want to say which manga is better overall, then it's undoubtedly Naruto.
