I use Tobi with sasuke(taka) as support, You would be surprised at how good it is!
but without support tobi is usless until he gets into his awakening mode, i can usually destroy a whole bar of health with just melee combo's in his awakening.

For support I would say Sasuke ( Taka ) or Deidara and Kakuzu.
