Here from NPR.org(liberal as ****) we get an outline of What Bernie's tax is
"Sanders has proposed something he calls a speculation tax, a small levy on every stock, bond or derivative sold in the United States."
That is the definition of a financial transaction tax. Notice the Study done in europe of a financial transaction tax isn't targeting a specific tax plan, but the idea of these kinds of taxes generating revenue at all.
