The chapter where sasuke blitzed naruto in the beginning of shippuden is totally irrelevant.
In a previous panel to that page it clearly shows sakura beneath the top of a bridge, naruto was not in sight. She jumps down behind sasuke, in the time it took for him to retrieve the kunai from sakura naruto was already in between the two and away from sasuke. Now taking into perspective on how big and far away the bridge is from the water, we can assume naruto has quite impressive speed.
Kakashi was a mere 10-20ft away, although fatigued surely he would have made it to sakura before him had naruto not of had impressive speed regardless of the starting point.
Sasuke was so fast that naruto (who was looking at sasuke) couldn't even react to him. And in Naruto's example he was already running top speed, in Sasuke's example he went from standing still to touching naruto in an instant. Sasuke is faster in base
