Maybe it's escaped you but... Rasenshuriken is pretty damn strong.

He is definetely not a fodder; but it would be better if had more and versatile ninja skills; for ex. more fuuton techs or ninjutsu other than rasengan and kage bunshin. He is strong even in base; but he is not a particularly too much "skilled" as a ninja.

By fodder, I mean a fodder in comparison of basic Sasuke and many others cause basic Sasuke has variations of at least Chidori and in terms of speed he's a God against Naruto

Do you think basic Naruto (without SM, KCM, BM) is strong at all? I don't think so. He even can't perform a Rasengan with one hand. He even can't do his signature jutsu - Rasenshuriken. That's indeed pitiful. I wish he could do ONE Rasenshuriken in his basic form. Just Shadow clones and a rasengan which he performs with the help of one shadow clone. Of course, he's strong in terms of spirit and persistence. But in terms of power and arsenal he's a fodder in his basic form.

Let's get it straight, Naruto base mode is a SM as well, it's his technique, like summonings. Let's assume that Naruto has no Kurama, never was given to him or got extracted but Naruto survived, whatever... But Sage Mode is his technique and he's shown to enter it very fast during the war, he stated it himself that he has to learn how to improve and prolong his SM therefore it's his normal ability, a state he can enter... I don't see how you can strip him of that?
And if we count SM normally then Base Naruto is pretty freaking strong. Kage level (his clone)

I did, I saw naruto's clones help him tank a ST & I saw him coming to save sakura at the last minute. These "feats" (more like plot armor but that's just my opinion) arent enough to put naruto in a comfortable position as a ninja.

Yes, but think about it. He'd have to be extremely strong/durable to withstand that even with shadow clones. They aren't magic. Also, how in the heck is it plot?!!! It was never stated that Naruto couldn't do any of this. Think about the speed example. A kunai was extremely close to Saskura's face already, yet out of the blue, Naruto dashed in and saved her. A genin can't do anything near this.

I would say naruto's base form is a top jonin at worst. S class at best.

It's the Super Saiyan concept, By cell Saga if you were not using Super Saiyan your not worth the time. Naruto has the same kind of concept, if he is not using sm, km or bm he is as worthless as Sakura.

where did he come from? In sasuke's example we have a clear start to finish speed. In naruto's example he just ran into sakura in a feat of timing. Naruto's example proves nothing about speed because we don't see a before and after distance

In a previous panel to that page it clearly shows sakura beneath the top of a bridge, naruto was not in sight. She jumps down behind sasuke, in the time it took for him to retrieve the kunai from sakura naruto was already in between the two and away from sasuke. Now taking into perspective on how big and far away the bridge is from the water, we can assume naruto has quite impressive speed.
Kakashi was a mere 10-20ft away, although fatigued surely he would have made it to sakura before him had naruto not of had impressive speed regardless of the starting point.
