I understand Jiraiya had things he felt obligated to take care of, but he didn't even check in once until Naruto was ready to be trained, which isn't family related. Kushina/Minato would frown upon that, despite Jiraiya's motives.
He was keeping an eye on Orochimaru who was planning on destroying the leaf which is where Naruto is. Upon Spying on Orochimaru, he discovered Akatsuki and their goal of wanting to capture Bijuus and one resided inside Naruto. Even if he wasn't physically there for Naruto doesn't mean he wasn't protecting Naruto. Plus For all we know Jiraiya was there for Naruto, he could have been watching over Naruto from a far away distance.

Look at how Naruto met Jiraiya, he was just training to walk on water with his trainer when the trainer saw Jiraiya and tried telling him to stop spying on the ladies and got K.O. But what was Jiraiya doing in the leaf? Nothing for him there since he's not bound by any village anymore. He was most likely just visiting to stop by and see if Naruto was ok and could have done this many times in the pass of screen. He wasn't there because he heard of Orochimaru's plan because he had no intention of being seen by anyone or fighting Orochimaru as shown when he told Naruto's trainer (Konohamaru's Sensei) not to tell Hiruzen he was in the village and that he'll take over Naruto's training.
