That If he did all that at the same time, then that means the bijuus weren't developed yet to be used in battle. They were still little at the time Hagormoo created them. Ashura can't use bijuus against Indra without Indra being able to take it from him. If bijuus were to enter into the equation, Indra would've killed Ashura.

reread the manga bro. Hagoromo split the ten tails into the bijuu before he died. The feud between indra and ashura happened because Hagoromo had to choose a successor before he died

Then Indra would all the same also use those baby bijuu chakra to one up Ashura and kill him. That's why bijuus were not involved in their battle. The bijuus don't even know who Ashura and Indra is and they said that the last time they met altogether was when Hagormoo was alive. So there is no way Ashura ever had all nine bijuus as one again after Hagormoo given the kyuubi's flashback.
