No he didn't, I explained it to him earlier in this thread, he's just bringing it up again because he refuses to listen, I'll explain below this response with another question
How was he still alive if he had no chakra? Kakashi died when he ran out of chakra during the Pain Invasion Arc. So go ahead and explain to me how Sasuke was not dead since you say he was out of chakra. Clearly he still had chakra and enough of it to summon the snake while also keeping him under control with his sharingan which requires more chakra.

Edit- and to further answer your question about the reason Itachi easily beat Oro in Genjutsu, it's because he cut off his hand so he couldn't break the Genjutsu, Itachi knows Oro's level of skill there which is why Oro was listed as a level 5 genjutsu user in Kishi's databook, but even still Itachi would win in the Genjutsu battle

Yeah, the larger an item/object/animal/person is that is coming from somewhere or going somewhere depends on the chakra needed for the summon

I was wondering would it actually cost him chakra to summon Manda since Manda wasn't his summon and he hadn't signed a contract with him? Like the way people have summoning scrolls to bring out weapons Sasuke had like a tattoo or something like that that Oro could have used chakra to make, giving Sasuke the ability to summon Manda without using his own chakra.
Well the thing with Manda is Sasuke could only summon him due to Orochimaru being a part of him, after Itachi sealed Orochimaru, Sasuke could no longer summon snakes which is why he has the hawk summon now, which we seen in the Sasuke vs Danzo fight. The tattoo also vanished after Orochimaru left, so it more than likely means the snake summons didn't fully come from his chakra, just the chakra of Orochimaru being in his body

Well I understand that part but still, I think it takes chakra to make that tattoo and that it vanishes after being used. Look at the summoning weapons Itachi and Sasuke did from their wrists, or what ten-ten does. It's not supposed to use up chakra because you already sealed it in those scrolls and or tattoos for easy access. I mean otherwise for once that kid might be right about a point and Sasuke shouldn't have been able to summon Manda in that state, although his point was that Sasuke has huge amounts of chakra which is untrue.
I could be wrong so don't hold that against me about what I'm about to say haha but I'm pretty sure Itachi didn't summon any weapons during that, it was Sasuke summoning extra stuff. About the tattoo, yeah could be true, maybe it didn't take up any chakra since it was already a seal. Although I do know Sasuke still had chakra since he was still alive, his chakra was low but not that low, he still did Chidori Nagashi, and had his sharingan activated, plus he controlled Manda with it. That was just the point I was trying to make to him is all, but you could be right on the tattoo seal, didn't think about that.

i think wat happen is he might have taped into some of the gay snake mans power in order to summon him cuz hes no regular summon he's the best one so i would he barrowed chakra to summon him
Yeah that actually seems like the best idea behind it, basically what was said above, but didn't think much into it until just now.
Basically if Sasuke gets way too low on chakra then Orochimaru comes out, so we know he wasn't as low as that guy tried to say he was, because Itachi pushed him to near death due to such low chakra that Orochimaru was able to come out and nearly take over him, then got sealed away. So could be that Sasuke was low enough to have to rely on that of Orochimaru's chakra inside
