Shisui was an elite ninja one of the strongest that Konoha had, he may have been more stronger than Itachi himself, since his Sharingan abilities we're special. I hope Kishi will inform us more about his Sharingan abilities and how he died.
i think you are overrating what he could have become. shisui was related to itachi, but it was itachi who fugaku treated like the future clan leader, not shisui.
yes, mind control is nice, but did you ever ask, why danzo couldnt use it for an extended period of time? it has a time limit and a cooldown, and the cooldown is obviously endless.
how strong his mangekyou would have been doesnt play a role for the question who the strongest was/is, because he didnt get it.
if you ask who the strongest uchiha was, i have to say madara, who was the only one who could use ems so far. i doubt that shisui could beat madara at his prime, simply because ems outclasses three-tomoe.
Well Fugaku treated Itachi like the future clan leader because he was the leader so he would inherit his own post to his own son.
Have you wondered why Madara wanted the Shisui's eye and why Danzo got it? Because his eye was special. His ability to control the mind of a person is special because with all the genjutsus we've seen so far you cannot control peoples minds, while with his ability I could say that you could control you opponents existence with this. Well before Itachi killed Shisui he had the Three-tomoe sharingan, yet he was an ANBU and of the strongest from the Uchiha, so sometimes the three-tomoe sharingan depends on how you use it, so that means that he could've matched Madara.
My favorite character is Sasuke but I do not underestimate Shisui. If he wouldn't match Madara then Madara wouldn't need Shisui's eyes.

a. We don't know how he defeated Shisui, if Shisui was ordered to spy on Itachi than it could be that he was at the place where Itachi , Madara and Danzo met, he could've contained dangerous information so he was killed or on the other hand Itachi killed him when he was unarmed or unprepared.
b. They didn't pick Itachi, he went to them for only a reason: he experienced war since he was young, that caused him to desire peace on the village if he'd would co-operate with the Uchiha clan then a war would've start and it would have weakened the village, it was totally against Itachi's goal.
First of all, Itachi killed shisui unexpectedly, they didn't fight at all...
I agree with you since, Shisui would've been able to even damage (even a bit) Itachi (he ended up with no scratch )??!!!
