i think you are overrating what he could have become. shisui was related to itachi, but it was itachi who fugaku treated like the future clan leader, not shisui.
yes, mind control is nice, but did you ever ask, why danzo couldnt use it for an extended period of time? it has a time limit and a cooldown, and the cooldown is obviously endless.
how strong his mangekyou would have been doesnt play a role for the question who the strongest was/is, because he didnt get it.
if you ask who the strongest uchiha was, i have to say madara, who was the only one who could use ems so far. i doubt that shisui could beat madara at his prime, simply because ems outclasses three-tomoe.

well all we really can do is speculate since shisui died by the hands of Itachi. People who say that he was defeated by Itachi looks at it from the wrong angle. Itachi simply killed Shisui. It was a murder and not a battle. Shisui is portrayed as one of the most prospected members of the Uchia clan, but that does not mean he was possibly the best. He was older than Itachi I think and then if he were as talented as people say, why were he not in the ANBU as Itachi? I also othink that Shisui's mind control technique is better against non-uchias. In conclusion would I say that Shisui was indeed a strong fellow, but hes dead so it really does not matter.

Seriously, Sasuke surpassed Itachi? When? When Itachi let him win, could've killed or sealed him any time, etc. If not for Itachi, Sasuke wouldnt have achieved the MS. The entire fight was orchestrated for this and to purge Orochimaru from him.
Sasuke may have a better Ameratsu with his Enton, but Itachi's Tsukiyomi is far superior as he could control space and time. Itachi's Susanoo is clearly superior due the spiritual items. Sasuke has the EMS, we'll see what that does to improve Sasuke's doujutsu. However, Itachi always fought with a sharp mind, while Sasuke has succumbed to his emotions. If he corrects that, his fighting style would increase dramatically. Sasuke probably will surpass Itachi for the story, but I haven't seen it yet.
I agree Itachi is superior; however, his father also had a paternal bias for his sons, though it seems like more towards Sasuke because of Itachi's recent behavior at the time. Shisui's strength with a MS I'd speculate to be around Sasuke's, maybe weaker but with a more tactical use of the MS doujutsu, as spamming MS doujutsu isn't tactical fighting.
Right now (subject to change once I see Sasuke's EMS.)
Madara-Itachi-Sasuke/Izuna,...,Shisui and other elite 3-tomoe Uchiha.

people are talking about shishui's eye and how he could control people, but we don't know how well shishui could use them and we don't know if they can affect a strong sharingan user (like itachi for example). These are all theories (mine included) so there won't be just 1 universal truth. But this is my opinion.

Itachi> Shisui for sure since it was Itachi who ended up with MS. Shisui was asked to spy on Itachi so it's hard to believe that he would have been caught off gaurd by Itachi.
Tobi at present seems quite strong and seems to be on top though before rinnegan he was probably not.
Sasuke= don't know yet. But he needs to get control over himself. If he lets his emotions run him , he may be a strong shinobi but not a great shinobi. It will be easy for Tobi to manipulate him.
Itachi was the greatest Uchiha tempramentwise, talentwise as well as in ideals of true shinobies.
You know it's sad, I think he could've been Hokage candidate material for a period as long as he could see. Assuming he didn't go blind, I'd choose him over Kakashi and Danzou. It would've been the ultimate refutation to Madara, but life ain't fair.

Uchia itachi, pawns all uchia's, but wait madara possesses izanaga, one must have both senju and uchia bloodlines to use this tech. Not really a uchia fan but I say its between madara and itachi.
He was Hokage material. He could have been there IMO. He had other talents than just his MS. He had to be constantly along with s ranked criminals. Deidara, Orochimaru, Madara none of them seem to make it easy for him to be part of akatsuki. I guess only Nagato and Konan would not have tried to kill him just on a whim.
He kept his sharingan on constantly and it didn't affect much. He could have avoided using MS and used it in extreme cases only. His non shaingan genjutsu was also quite strong.

Itachi would not be able to defead EMS Madara though. it's MS vs EMS...it should be an easy call...but Itachi MS vs Madara MS, Itachi should win. As far as Sasuke goes, he is smart, but not Itachi smart, he is fast, but not Tobi fast. However, with EMS he is basically Itachi + Sasuke so then Sasuke should pretty much own Tobi (seeing how Tobi was not strong enough to take on the kages and that's why he sent sasuke in the 1st place)
