I feel like Kisame may had been made Itachi's partner to kill him if necessary. He was fiercely loyal to Obito, he was shown having missions where he had to kill his teammates, and he does have counters to Itachi's abilities.

Don't look at Itachi's eyes/Partner method with Samehada. They share chakra, they could constantly be interchanging chakra between them to stop genjutsus.
No I am not. I am addressing the false premise that 1 on 1 fights are the sole indicator of a shinobi's overall strength/power. In other words, x beating y doesn't make one stronger automatically. In some cases, the "weaker" shinobi wins due to bad matchup.(eg hebi sasuke vs deidara) and some shinobis are almost unbeatable in 1 on 1 fights, but would stink when going up against multiple enemies. I am still a hundred percent right about the madara/kakashi example I gave.

There are factors to consider about every match-up.
It might be that accounting to overall feats, they are balanced with each other.
Though if Itachi were to fight Kisame, Itachi win though. Kinda a bad match-up. Genjutsu and Tsukuyomi GG.
Genjutsu is a highly ambiguous ability and hard to argue for or against, Itachi actually has a fairly poor track record with genjutsu; to date it has only really beaten kid Deidara, everyone else has countered or resisted it. Tsukiyomi is a different story, it is a super genjutsu which is easier to argue for or against, but even then it all falls under the assumption that Kisame actually makes eye contact with Itachi and speculation to what effect it will have on Kisame.
