Description: The user will materlize earth and can extend from any part of their body an earthen arm that can grab hold of an object or enemy and crush or hold them from great distances. This technique is similiar to 'Tailed Beast Skill: Chakra Arm'.
~Declined~ I know what you're trying to do, but it's not phrase correctly. From the description, it looks like you're doing 2 separate thing when materializing the earth and extending an arm of your body.

Description: The user will excute a little chain of hand signs Consisting of three. A Haxagonal formed plate will appear on the users chest with a seal in each corner, which a seal in each corner. It's seal have each special ability and marked with a special Kanji, representing what they now stand for. The top left one is marked with the Kanji which represents fire, top right - water, middle right - lightning, middle left - wind, lower right - earth and lower left wears the kanji for illusion. By tapping their hand on one of the seals, the favoured seal will be activated and it's effects will be put in place. Once all seals are tapped and drained the Hexagonal plate will crumble.
Fire seal; The seal located top left in the Hexagonal plate. Once the user taps the seal it will release a burst of fire chakra through the users body boosting the user's fire techniques with +5, for two turns. Once activated it cannot be activated again for the rest of the battle.
Water seal; The seal located top right in the Hexagonal plate. Once the user taps the seal it will release a burst of water chakra through the users body boosting the user's water techniques with +5, for two turns. Once activated it cannot be activated again for the rest of the battle.
Lightning seal; located middle right of the Hexagonal plate. Once the user taps the seal it will release a burst of lightning chakra through the users body boosting the user's lightning techniques with +5, for two turns. Once activated it cannot be activated again for the rest of the battle.
Wind seal; The seal located middle left in the Hexagonal plate. Once the user taps the seal it will release a burst of wind chakra through the users body boosting the user's wind techniques with +5, for two turns. Once activated it cannot be activated again for the rest of the battle.
Earth seal; The seal located lower left in the Hexagonal plate. Once the user taps the seal it will release a burst of earth chakra through the users body boosting the user's earth techniques with +5, for two turns. Once activated it cannot be activated again for the rest of the battle.
Illusion seal; The seal located lower right in the Hexagonal plate. Once the user taps the seal it will release foreign chakra throughout the entire chakra system of the users body for whole two turns, the foreign chakra will make him immune to genjutsus meanwhile activated. Once activated it cannnot be activated again for the rest of the battle.
~Restrictions;
Can only be used once per battle(The tapping of seals can be used untill theres no more seals though.).
Two turns inbetween each usuage.
Activations of a seal doesn't count for a move, only the Hexagonal Plate to appear, counts for a move.
Only one seal can be activated at a time.
~Declined~ I have nothing against this technique, but the restrictions are off (also, re-read your description, there's some redundancy). Make it so you can only tap 3 hexagons (otherwise it's just a free boost for the rest of the match; 12 turns). Make it count as a move every time you activate a seal. Finally, any drawbacks?
(Fuuinjutsu: Doroki!) - Sealing Technique: Surprise!

Description: This seal wears the Kanji 風 which stands for wind, it's located underneath one of the users armpits. This is a rather advanced sealing technique as it activates itself upon the user getting hit by foreign lightning chakra, and paralyzed. Upon activation it will in an instant release a light amount of wind chakra through the users entire body and kills off anykind of foreign lightning/lightning chakra that shoulda been within his body and woulda paralyzed him or given any further harm to the user.
~Useable twice, a seal under each armpit.
~Once used Fuuinjutsu above B-rank cannot be used next round.

~Declined~ I know you want to counter Chidori Nagashi, or any lightning jutsu that paralyze, but this isn't how it work. If you read the description of Nagashi on wiki, you see that the paralyzing effect is caused by the sudden contraction of the muscle, it's not related to any remaining lightning chakra left in the body. It's more similar to a cramp.
