~Declined~ Interesting idea, please tell me (and be precise), how will your enemy be able to use that water if it's highly infused with your chakra? If your answer is; "he can't use it", then it's an auto-decline. You could be standing on the sea (terrain) and hence make it impossible for your enemy to do anything.

Description: This sword was said to be wielded even by the infamous "Blackbeard". Sword was held as the strongest of all swords on the sea and gave the user unparalleled mastery over water element. However, sword fell into oblivion once "Goddess of Water", strongest of all, was retrieved from the depths of seas. As everyone's attention followed "Goddess of Water", blood trail left by "Tide Bringer" was almost lost... There is rumor that some ninja found it and claimed it as his own, but it will take a while for the glory of "Tide Bringer" to reach it's old proportions.
*The user will be able to use water jutsus with one hand seal less then normally as long he has Tide Bringer with him.
*Sword gives the user's water jutsus +15 and the opponent -5 to his.
*Sword can be infused with water chakra to attain chainsaw-like blade.
Notes:
*Sword is indestructible, though that doesn't mean it can destroy everything.

Once the beaks are about to hit someone, they grow to the size of a human hand and do a gripping motion to lock an opponent's limbs pinning them to a surface or choking them. The pygmy parrots talk in unison, and so fast that no one understand them, ending every sentence with "Cara"

It dwells among the Altorio parrots, without any apparent purpose, suspiciously looking at everyone, as some say, yet the chicken retains the same moronic, intelligent voided looking eyes. No one knows how it got in, or how it got to use the Parrot Arts and can be called with the Parrot Summoning Contract, yet it can. It is actually considered to be a failed Parrot Summoning, and once it is summoned, it can appear anywhere on the field. It normally does nothing but standing there looking idiotic. The chicken as some secret agenda, possibly to rule the world.

(No, no more non-parrot summonings will be submitted xd. Btw, even though no one has the chicken contract (In the previous page a guy just dropped it), I'm not submitting it, it's just one confused chicken.)

~Declined~ Creative I'll give you that. Restrict the clone part, lower the number of clones and make sure you state how far those clones can get from you or the perrot (which ever is the one creating them). Make that beak ability restricted too. We generally approve 2-3 three projectile (elemental or not) being used by a summon.

They can sever all flesh, no matter the size and even bone, yet can only severe hard substancial techniques (Like Earth, Metal or Kaguya Bone) up to the rank of the technique.
The parrots can severe several targets, yet they don't stay on the field for long. The pirates move at speeds that overthrow members and their summons of even Sannin rank, in mid-range, yet Kage only in short range, where the technique is pretty much point-blank.

~Declined~ This is OP. A wire so small you can't see it yet it can cut almost anything? The rank here doesn't change anything. Steal is steal, whether or not it's used in a D-rank or S-rank technique. Work on that part and make sure you don't underestimate Kaguya bones too. Also, work on the bold part, I don't get what you mean there.

Description: The user gather natural energy provided by his parrots, entering the Parrot Mode. Gaining a more Parrot like appearance, the user will grow a pair of wings, and his nails will grow like parrot tallons. The user gains a strength and speed burst, as well as enhanced Parrot Arts Techniques and Parrot Art Summoning Jutsus. Yet, has a draw back, the Elemental Ninjutsus will be less effective.
Thus:

  • Ability to Fly
  • -5 Chakra Cost for Parrot Techniques (Summoning and Arts)
  • +20 Damage for Parrot Arts
  • No Handseals required for Parrot Techniques
  • Access to highest level of Parrot Arts, normally restricted to the largest summons

  • Chakra Sensing Abilities, due to the Natural Chakra

  • +5 Chakra Cost to Elemental Ninjutsu

The Parrot Mode lasts 5 turns max, after which the user can't preform Parrot Arts Techniques or Summoning Jutsus for 2 turns. Can only be used once. After the effects wear off, the Elemental Ninjutsu drawbacks stay for 1 turn. Taijutsu will come with an extra cost of 10 chakra, yet will have no change in the damage.
*Must have signed the Parrot Contract or be a Parrots that holda great political power to enter the Parrot Mode*

(Oumu Kuchiyose no Jutsu: Piu Piu) Parrot Summoning Technique: Piu Piu

Description: Piu Piu is a huge yellow Kakatoo, about the size of 3 average Altorio Parrots. He is one of the heaviest parrots one can summon, rather heavier for his size, even though the size is quite big on itself. Though he can't fly, his strength and endurance are extraordinary, granting him a boost in Feather throwing and Egg Dropping of +10. His feathers are naturally stronger, acting almost like a armor, allowing him to withstand a total 120 points of blunt damage from Taijutsu and Elemental Ninjutsu up to his rank (2 A rank jutsus. But even 1 S rank jutsu and he takes full damage). Apart from his feather armor, he can take 60 damage, being that S ranks pierce through the armor and affect this count directly. He is quite the adept on Sumo wrestling, and, once per battle can destroy 1 S rank Earth/Metal jutsu, twice per battle can destroy 2 A rank, and three times per battle can destroy B, destroying the rest without restriction. Piu Piu is rather cheerful and happy, and loves to sing.
*Can only be summoned once, lasting 3 turns*

~Declined~ Take out the part about the damage he can block, re-work what he can block (I won't allow it to block higher ranked attack then he is) and make it so that he vanish when it by it (1 A-rank or 1 B-rank kill him, 2 C-rank or 3 D-rank). Restrict him.

-Channeling normal chakra through it and slamming it into the ground creates an A-Rank chakra shockwave up to mid range.
-Slamming the ground with the hammer infused with doton chakra creates an A-Rank wave of earth capable of overturning the landscape up to mid range
-User can channel doton chakra into the hammer and swirl it into a circular pattern in front of him to defend against up to 1 S-Rank technique (follows elemental table)

Note: Each ability can only be used twice, and the user can only use up to 3 abilities per battle

The user performs two fast handsigns, and then he release doton chakra into the ground by slamming his hands on the ground. When the doton chakra is sent into the ground it makes a small fissure that cracks up the earth in front of the opponent, and hot steam from under the earth appears and burns the opponents. This also makes the opponent unable to march right at you because of the heat that the steam pumps on them.

Description: The user will send chakra to their joints and locks the joints for a short period of time. While the joint is locked, the user's body is much stronger but they lose their flexibility.

~Can lock multiple joints at one time. Counts as one use.

~Declined~ Doesn't really make sense, blocking your joint would not increase the impact your arm can withstand, it'll only cause it to break when under too big a strain.

Description: It is said this sword was once wielded by one of the family members of the Rokuddu Sage that possessed a ability to control temperature.Being constantly infused with that sages chakra,the sword actually inherited the ability.It is also said that the sword still has a small part of the Sages will left in it, so whenever someone who is not the weilder touches it, he get instantly ignited.The current and only weilder of this sword currently is Mugen who has the same ability as the Sage in the tales.(My CE)
The sword like previously said has a ability to manipulate temperature to a certain point.The user has the choice of canceling any A-rank or Below water or earth jutsu much faster than by doing a regular jutsu,it also gives a advantage that it looks like the user was hit by the jutsu. It works by infusing either cold or hot temperature into the jutsu itself.(this is done by slashing or stabbing) the jutsu.This can also be used on a regular sword of the opponent if it is close combat.
*The special ability costs 32 chakra
*The special ability does count towards the 3 moves per turn rule.
*The special ability can only be used once every 3 turns.Meaning you use it,than wait 2 full turns for it to cool down,than on the third you can use it again.

In his human form, Akira has shaggy Black hair, and noticeably enlarged canine teeth. He wears a black kimono, with a white sash around his waist. Akira's size dwarf's that of trees, and some buildings, he is also capable of changing the size of his body, so that his size doesn't become a nuisance in certain situations (Like Gamatatsu). In his shrunken state, he stands at around 1 foot tall, and can stand on the user's shoulder. The swords will start to rotate at mid speeds (you can still define each blade, like a fan going in low but slower), and then all of them in a single second all of them will stop and will be attracted to the target in the center of them, impaling the target. The blades will follow the opponent until the blades stop moving to attack the target.

Description: Lake Toya is a katana with a wooden sheath and handle. In a simple view, it looks like a normal bokuto, which can be used as one. The sword, as been covered by wood of the greatest qualities, is highly resistant to lightning and is indestructible to blunt and cutting attacks.
The story of the sword goes back to the 1st Hokage era. In times of war, the Hokage noticed a young swordsman with amazing skills in the art of kenjutsu, and decided to concentrate in creating the perfect wooden sword. The 1st Hokage wrapped a sharp blade from the finest quality with his wood element, wrapping it in the strongest wood he ever has made. The story goes that the young swordsman was capable on defeating the personal guard of the 1st Raikage, who based his attacks on lightning. The sword also grew stronger as the battle progressed, making him much more stronger against lightning attacks. In his dying breath, the now old swordman passed the sword to his son, and this happen generation through generation. Now the sword has reached the wielder he has today.
The way the sword is invulnerable at lightning is its wooden properties. Wood is known not to be a lightning conductor, but more of an insulator. Once lightning is released, the user will release a slight amount of lightning chakra into the sword, and will attract the lightning into the sword without harming the user. The sword itself will not receive any damage from the lightning.
-Lake Toya is naturally Immune to A-rank and below lightning attacks
-The sword is capable in resisting lightning attacks S-rank and above only 3 times, but because of the high voltage of the attack the user will receive -10 of damage (the sword is unable to resist Kirin).

The fire becomes much more stronger because the temperature of the attack exponentially increases. This means the size of any fire attack will be reduced 1/3 of its original size. This mode though, causes great complications to the user. The user is unable to user water correctly, meaning that water techniques lose -10 in damage and cost +5 more chakra.
Fire attacks gain considerable damage, but the use of water becomes strongly affected.

A moment before the technique is released a faint glow can be seen on the sheath. From there the user quickly unsheathes their sword in a slashing motion releasing the built up chakra from their sheath in a blast that extends up to mid range. The release of pressure from the sheath also works to push the katana out making the actual slash of the technique faster than standard iado, though the slash is confined to short range. The momentary speed the arm gains puts strain on it, causing ten damage to the user.

By concentrating the chakra into the blade rather than around it, it becomes more focused and powerful allowing normal slashes to cut through metallic weapons such as kunai or other swords in the same was as a chidori current. Also due to the shine of the blade it becomes difficult for the opponent to follow its movements as it becomes harder to pinpoint where the actual blade is within the light. The light isn't enough to blind the enemy, but if there were to look directly at the blade they would have to squint. The technique is not without drawbacks. It must be used with their dominant arm and since the user must keep the chakra under better control it puts more strain on their body, especially the arm holding the sword. As a result once the technique wears off they lose use of that arm for two turns afterwards. It also makes the sword used become very brittle to the point that if it were to clash with another sword it would be easily broken (regardless of any custom weapon that says its indestructible). The technique can be activated and deactivated multiple times per battle, but the number of turns the technique can be active in total is not to exceed four. Every time it is activated it must be counted as one of the three moves that turn.

Reduced the added damage from 15 to 10, completely removed any part about the light making it hard to follow the blade. Removed the ability to activate and deactivate numerous times, making it so its activated once and lasts a certain amount of turns. Since once activated you're stuck with it until it wears off I increased the turn duration from four to five.

~Declined~ This jutsu doesn't make sense when you consider what we know of chakra infused weapon. There is already chakra inside the weapon when you normally infuse it with an element,. However, it's the way you mold it (elemental manipulation) that gives you weapon an extra boost. You can re-read Naruto's training with Asuma if you want more info on it.

Added that the user can't preform other techniques during the duration of the genjutsu. Reduced damage from 20 to 10 since the damage aspect isn't the main purpose of this technique. Not really sure how else to change it without killing it. xd

~Declined~ Change the way it's cast on your opponent. Scratching yourself? Even Itachi had to point a finger at his opponent while having his Sharingan activated. Make hand seals and make it so you need a direct contact with your opponent.

Description: This jutsu is based off of the principle that where there is light, darkness lingers near. The user draws in nature chakra from his/her surrounding area and instead of stoping at that, the user concentraits on their own hatred and malace. When the transformation is complete, The Users hair becomes longer and black, there nails become black and slightly pointed, their iruses become yellow and the sclera becomes black. The Dark nature chakra is shaped into black feathers and stored arround the waist and back. The user uses the dark nature chakra to enhance their strength and ninjutsu. Because of it's dark nature, the user risks loosing themselves in there own hatred. As the jutsu begins to wear off, the feathers start to fall of of their body and eventually dissapear all together. When Karasu Mo-do wears off, the user is left exohsted.

Trans-Am (Toranzamu)

Description: The Trans-Am system was created in an attempt to give ninjas the ability to increase their speed and reaction time by 4 and their strength by 2. However, it was deemed too dangerous for widespread usage. By storing chakra in internal tanks, the user is able to release that chakra for a limited time. The user gains increased speed, strength, and reaction time for a period of time till the stored up chakra is used up. When entering the Trans Am System, the user looks like they've turned red from the overload of chakra flowing around them and will leave chakra after images as they move. However there are some side effects. Once the Trans Am chakra is released, the user is left with a very limited amount of Chakra left. The users body is weakened to the same point as someone who has opened the 5th gate.

Restrictions
- Can only be used once per fight
- Can only be used a max of 5 turns
- For each Shadow Clone on the field, the amount of turns in decreased by one. for example, one clone on the field allows the user and clone to use it for four turns
- The user is left with roughly half of the chakra at the beginning of Trans Am
- while in Trans-Am, the user can not use any doujutsu techniques. Sharigan users can still track opponents but they can not use any techniques.
- For every turn active, the user loses an additional 10 chakra on top of the initial 40

~Declined~ This is exactly the same jutsu that was declined earlier, you simply changed the name. Also, take away the Gate reference, I'm trying to get rid of those.
