Aokiji's ice striking Promotheus' fire would cause the two to cancel. But because Promotheus IS fire, because that IS his "body," having some of his fire extenguished is damaging to him.
Another standard Riker assumption touted as fact, Prometheus IS BM's soul in fire, "extinguishing" his flames may not impact his size as BM's soul is what gives him life so how do we know he can even be "extinguished" without direct impact on BM being required? Again, you have NO idea about the rules of Prometheus, Napoleon or Zeus. And sure we saw Zeus get small after Brook, but let's not forget Brook has soul powers that could(and likely did) play a part in that and we don't know that BM can't just inflate him again when she gets him back there's been no established rhyme or reason as to why they're growing other than BM wants them to.
Say Aokiji gets him a little wet and he does shrink some, what's stopping BM from enlarging him again, and what evidence do you have to think Aokiji can take him out of the equation with a single attack as you keep trying to force people here to accept as fact?
Aokiji's fruit is not the ability to lower the temperature of other things or make them cold. Aokiji's power is the creation and manipulation of ice. Oven's fruit and Ace's fruit existing as separate things shows that making fire does not mean you can manipulate heat. Likewise, Aokiji creating ice doesn't mean he can manipulate cold.
The relevancy of this is that when Aokiji freezes something, he isn't doing so by lowering its temperate, he does so by creating ice onto and into that thing. As you said, Aokiji has to make his ice travel through the water. Meaning that he has to create enough ice to cover the entire area that he's freezing, even if it's water. Same with your lightning example; if Enel fires a bolt of lightning into water, the electricity is gonna disperse and spread in the water, but only as far as the amount of electricity Enel fired in the first place is. The water isn't producing "new" electricity when his bolt spreads.
That's the same deal with Aokiji. And that's visibly demonstrated by the fact that when Aokiji freezes the ocean, he freezes the Ruler of the Sea that comes out of the water as well. Aokiji isn't simply lowering the temperature of water until it turns to ice, he's actually creating the amount of ice we see spread throughout the ocean when he freezes it. The water doesn't facilitate ice creation at all; that's pure headcanon.
You've already said other times DF elements behave as the element after discharge, if Aokiji froze the water around his finger tip that ice would cool the surrounding area as well. But continue to pick and choose when arguments have to follow your rules.
And no the water doesn't produce new electricity it enables it's travel distance to increase. I like how you think the substance is irrelevant though, the medium can greatly impact the resistance of an item during travel. If Enel shot a 2 inch bolt of lightning it would travel more than 2 inches across water because the ions conduct and help the electricity retain energy longer than it would across other mediums that are less conductive. If a machine pushes a block at 10 psi that block will travel further across a smooth surface than a rough surface and even further across an oiled medium. Well you are the king of headcanon so if anybody could label it, it'd be you.
