Standing under the dark, stormy skies of Minas Morgul, Mystogan stood, facing his teacher, who has shown him so much of the amazing world of special jutsu. Not even a month after learning Ameton (setting up timeframe), he was called back to meet with Akuma.
That we do, sensei. With Akabane gone, you have received a lot of power over the Nekura's inner workings... Which makes me all the more curious as to why I've been summoned back to Minas Morgul.
A light breeze brushed Mystogan's cloak, with a royal blue symbol of the clan on its back, up into the air dramatically, and then let the special cloth fall back to its place.

Looking at Mystogan, Akuma was reminded when he first arrived back at Minas Morgul to undergo training. He had come a long way indeed. The wind blew on the back of Akuma's neck, causing the cloak to sway to the side as he spoke.

In all my time training those of the Nekura, I have yet to meet one as much knowledge and insight of the inner workings. You've begun to spread this knowledge to the members of the clan, ensuring our survival in the future. As such, you deserve to be rewarded.

Taking off his own cloak, Akuma handed it to Mystogan, the dark red symbol of the clan on it's back, signifying a change in ranks for Mystogan.

You have advanced to take on the mantle of Clan council. I trust you in all decisions you make with the clan and know you will continue to teach your knowledge to them. Now, one final part of your training (OOC: you get the other techs auto when they're approved now). You may have seen me use it but...what do you know of the Evil Eye?

Holding the cloak in his right hand, Mystogan carefully undid his own with his left and, holding it up off the ground so as to not spoil his Black Knight symbol, draped the cloak symbolizing a position among the Clan Council of the Nekura clan over his shoulders, fastening it tight around his neck. Mystogan then neatly folded his Black Knight robe, treating it as an old friend, as it had traveled with him many miles, and had even shared in his victory over an ambush of three shinobi against him alone. Mystogan then handed the now-square of folded fabric to Akuma, clan symbol facing the sky.
For the next Black Knight to be appointed. May it serve him well.
After handing over the cloak, and listening to the question, Mystogan paused.
Jagan, or the Evil Eye... I know that long ago, there was a fight for the title of Genjutsu Master among clans, and ultimately the Nekura and Uchiha were the top competitors. However, the Uchiha had, what they called, a Mangekyo Sharingan, used by only a few, but those few used it in the most deadly ways. As such, the Nekura clan worked on creating our own versions of the techniques granted by the Uchiha's deadly weapon. While we were unable to replicate their Susano'o or Amaterasu, at least at the time, we created a technique which was revered more than the Uchiha's famous genjutsu, Tsukuyomi. To an outsider, it appeared to be nearly the same technique, though the inner workings were far from similar. Jagan works, I believe..., by opening a portal behind the user's own eye and concentrating Keigoku into our eye. Then, when we make eye-contact with something, the Keigoku near-instantly jumps from our eyes to the unfortunate target's eyes, causing, as one would expect, massive headaches and mental trauma. It's a powerful technique, locked away and kept hidden from all but the highest ranking Nekura clansmen...

OOC: Okay, so I may have made up the back story, but it was created as our version of Tsukuyomi, just like Obscuring Void was supposed to be our Amaterasu, and Tranquil Demon Pacifist was supposed to be our Susano'o. However, a BS back story was all I could do to convey that I knew that this technique was supposed to be our Tsukuyomi without saying it out of character... <.<

OOC: Yes, excluding personal creations and the back story was rather nice. ^^

Akuma took the other cloak, and used a fuuinjutsu to seal it unto further needed.

Hmm...close, but not quite. The process is done similar to how you said, through eye contact alone. When you look a foe in his eyes, you will a portal open directly onto his face and eyes, causing intense pain of course. Not all have been able to master it's use. Though the process seems easy, it requires great concentration at the beginning to open a portal with just your eyes, which is why only Councilmen and above can use it. That being said, use your chakra to call open a large portal from just your eyesight alone. Dont try to stream Keigoku yet, just open the portal.

Nodding slowly, Mystogan closed his eyes, focusing upon his brother, and the man who destroyed his staff. His hatred towards them, the vengeance he sought, Mystogan let these emotions build up, focusing upon his chakra flow as he did so to call forth the power of the Juubi from the moon. As Mystogan concentrated, focusing his hatred and the power it supplied him to his right eye, his Mark of the Demon, placed over his eye, began to glow a deep and eerie dark red, similar to the symbol of he new cloak. Concentrating his chakra, hatred, and power from the Juubi, Mystogan began to imagine a portal, like the oh-so-many he had opened up until this point, keeping the image and mechanics in his mind as power built up behind his right eye. And then, taking a deep breath, Mystogan took the "leap of faith" and went for it.
Clenching his hands into fists as he did so, Mystogan snapped open his right eye, releasing all of his pent-up chakra and the power he fueled with rage and the lust for vengeance into the open air. The moment his right eye focused onto a point of the battlefield, all of his stored energy leapt to the point, causing the space Mystogan stared at to collapse inward onto itself, forming a black void before him; a portal to the moon where the Juubi lay.
Mystogan then slowly opened his left eye as well, noticing that the concentration he had used to open the portal through a single point on his body, instead of releasing it as normal, was causing his vision to blur, and most likely other small effects that he could eliminate through training that Mystogan did not notice at that point. All Mystogan could see, and even it was hard due to his vision wanting to blur, to relax and not show clear images, was the dark portal before him which, Mystogan was sure, he had opened with chakra focused through his right eye alone.

Sending more chakra through his right eye, Mystogan took another breath and slowly closed his left eye, his thoughts filling with those he wished to kill in order to gain the vengeance he sought. As his chakra flowed through his eye, and his emotions flowed through time and space towards the Juubi, Mystogan felt the same surge of power to which he was accustomed. Staring into the center of the portal he had opened, Mystogan concentrated deeply, squinting his right eye slightly, and focused more upon his chakra and the emotions which he used to call forth the power of the Juubi. And then it happened.
Before his squinted, chakra-filled, almost irritated eye, Mystogan saw the foul mist-like apparition of the Juubi's chakra, the great Keigoku, flowing from the portal in an uncontrolled, basic fashion. A grin crossed Mystogan's face under his mask as he thought about what was happening. His power was expanding, slowly but surely, to the point where his eyes could be more powerful than an Uchiha's. The thought that he finally held power of somewhat relation to his greatest rival, the whole of the Uchiha clan, or at least being close to finalizing said power, made Mystogan's grin grow even larger. This power would help him someday, and when he used it, Mystogan would leave no survivors.

One of the Nekura Clan's most secretive and fabled techniques, the Evil Eye, or Jagan, is the signature technique of the Nekura elite. To perform this technique, the Nekura member must know the method of transferring Keigoku through eye contact alone, which comes from special training with the clan head. Once the opponent locks eyes with the Nekura, Keigoku instantly transfers onto his face and eyes, causing him severe searing mental pain that causes him instant incapacitation and could cause madness on prolonged contact.
The technique may be used thrice per battle - however, per battle it can only be used once on a particular enemy. So, in a one-on-one battle, it can only be used once; in a one-on-many battle, it can be used thrice on three different opponents.
The Keigoku transfer is instant, however, the stronger the mind of the opponent, the shorter the recovery time. For MS-wielders, whose minds are strengthened by Genjutsu expertise, the time of incapacitation is thirty seconds; for normal sages, a minute, and increases by twenty seconds per rank as it descends.
The Nekura cannot use any more Keigoku techniques for two turns after.

Can you tell me any and all benefits and drawbacks you see from using this?

If I am looking to take someone alive, this technique will quickly incapacitate them, and leaves no time for defense or counters. That way, I can move in for the capture, maiming their bodies so they are unable to move by the time the severe pain wears off. I also see its use to bring down the Uchiha clan, who praise their eyes and their powers, allowing the user to stare the fabled clan in the eyes and destroy their minds with a power greater than any genjutsu. However, at the same time while using this technique, due to the intense concentration required, ones Mark of the Demon would "grow hot" from the amount of chakra being used to summon Keigoku and the portal through eye contact alone, making so that once the user uses this technique, they become unable to further manipulate Keigoku for a while. Meaning if one is fighting many people, they either have to have their specific target in mind and ready to be struck, or the user must be able to keep the others busy while they prepare for the next use of the mind-corrupting Keigoku.
Now, I have a question about the technique; what is a normal Sage? One with a title, or without a title?

Well, I want to say a normal Sage is an official one as it doesn't listit if it were a sage by post count, it'd leave confusion as to how long it affects actual Sages.
Alright, thank you for clearing that up, Akuma-sama. I don't believe I have any more questions about this technique; is there anything more to learn?

Yes, there is. The more important of them. As I'm sure you remember, we discussed and overwent the inner workings of the ability known as the Drain. It's a passive ability to drain the energy from a foe after maintaining contact with them, and sending it back to the Nekura to strengthen ourselves. Now, a major flaw in the Drain is that it only works on Sentient beings, living creatures. This means it can't take chakra from a jutsu or creation.

Another thing to note before we move forward is that though we all possess the same ability to manifest Keigoku and utilize the power of the Juubi, we all have a different beast inside us. We all have some form of dark emotion or craving that has made us the monster we are inside. When controlled, we are restrained, yet safer. When set free, we become our true selves.

We're noting the fact that the Drain doesn't affect non-sentient entities, and that we, either as Nekura or a humans I'm unsure, have a beast of negative emotion within ourselves? Could there possibly be a secret technique where we set free our Inner Demon, allowing them to wreak havoc? Or is it some sort of training method which allows the Nekura to advance their Drain to the point where it can sap the energy of more than simply sentient entities!? Akuma-sama, please tell me the next step in my training...

Oh, there is a way to do both...you see, when the Juubi's chakra latched onto Anshoku, it led to his inner beast becoming stirred and a part of it awakened after each usage of Keigoku. Feeling this each time, Anshoku sought out a way to find contact with this beast. He failed to do this initally, the closest he came was the creation of the Drain. He left his notes in several scrolls, and these scrolls passed down into my, Akuma's, possession. After studying them thoroughly, I created a way to make manifest those dark thoughts into a corporeal form, living and more dangerous as it is free.

The key concept behind the jutsu is that inner beast being released and through his connection to the user, can use the very ability Anshoku studied greatly. However, going deeper than the surface that Anshoku touched, I found that the best way to create this effect was to use that ability, the Drain, in a way to drain not humans, but chakra based attacks. By channeling great amounts of shape manipulation to it, you allow it to take form and it takes it's own mind, aimed at only protecting you and causing as much damage as possible.

The first step to doing this is by generating four large portals around you that Keigoku streams through and then wraps around you.

Taking in a deep breath, Mystogan closed his eyes as he released the built-up air. Then, Mystogan began to think of all the things which had happened to him in his life; the gift his father had given him, broken: his brother fleeing into the world and forcing him into hiding beneath his disguise: meeting someone he could call a friend, only to hear that she died while he was away. All of his feelings towards these events, his need to seek revenge on the people who caused him pain all his life, slowly built up in Mystogan as he opened four ten-foot portals around himself, from which each one began to spew an excess of Keigoku. As Mystogan stood, with his eyes closed, almost meditating, the foul chakra built up around him, Mystogan manipulating it so that it slowly rotated around his body, creating a small "vortex" of Keigoku around himself, until the vortex itself was at least six feet wide and over twelve feet tall. Feeling he had gathered a sufficient amount of the Juubi's power for such a beast as he was about to create, Mystogan called out to Akuma:
What is the next step? Or do I still need more Keigoku?

Meditating, Mystogan focused upon his intense feelings and desire for vengeance. He needed to kill these people to exact revenge for how he had been hurt. Taking his rage fro how he was hurt, and his lust for vengeance, Mystogan allowed his darkness to flow through his Mark of the Demon over his eye and into the formless vortex of Keigoku around him. As Mystogan's emotions flowed into the technique, the foul chakra slowly began to take form.
It started at the being's waist, chains and armor of Keigoku surrounded Mystogan in excess. Then the being began to be molded from the waist upwards. At the being's chest, there were skulls of Keigoku hanging on what appeared to be a sash strung across the beast's armor, and as its shoulders were created a large spiked plate was over its left shoulder, while its right appeared to be bare of armor, yet still bearing spikes. Its arms were then formed next from the swirling entropy of Keigoku, large, muscular and bare until the forearms, where they became plated with a form of iron gauntlet. Within the creature's hands was a large spear, seeming to resemble a staff, possibly reflecting Mystogan's personal affection for staffs, until the ornate bladed end formed. Finally, the beast's head, an armored sculpture with spikes protruding down the center of the helmet as it tapered to cover the beast's nose, while leaving its death-like eyes staring into the soul of all it saw. Where some beasts might have ears, this creature only had large tusks, wrapped in chain and tipped with some form of armor. From between the tusks, the beast's mouth hung open, rows of knife-like teeth dripping with saliva. After the head was formed, the remaining Keigoku around Mystogan found a home between the shoulder-blades of the beast, creating large wings with thin membranes, torn at the bottom as if it had just come from a fight, and with claw-like appendages sprouting from the top of the wing's "bone-structure".
Slowly opening his eyes, Mystogan stared through the deep-green color of his Keigoku construct; the representation of his Inner Demon, as shaped by his emotions and the Juubi's power. The second of three techniques, referred to by Mystogan as the "Nekura's Mangekyo Trio", a copy of the Uchiha's Susano'o, stood around him as an ethereal guardian. Standing up, Mystogan opened a portal to grant this beast a tail, which resembled its weapon more than its body. Then, Mystogan turned his head, and the beast mimicked his movement. Extending his arms, Mystogan caused the beast to follow his actions until he clapped his hands above his head, forcing the Keigoku beast to move independently to himself and to raise its head to the sky and unleash a mighty roar. Laughing as he considered what he had made, Mystogan looked towards Akuma and, without saying any words, conveyed how content he was with this being of darkness and vengeance.
