Yes, we have two new jutsu to go over, each with its own specific effect. The first we will go over is extremely useful. Imagine using a Nekura jutsu and it somehow gets countered, or evaded as I should say. With this jutsu, you cause that countered jutsu to turn into needles of Keigoku that pierces the enemy with strength proportional to the jutsu it was use on. Can you tell me how you think this works?

By keeping control over ones own technique, the user can take Keigoku which they summoned and reshape it at will. By reshaping the Keigoku they have control over into needles, and propelling those needles outwards with their precise control over Keigoku, the user can transform their blocked technique into a secondary attack, catching the opponent by surprise. Am I close?

Yes, you're right. It's because of our link to Keigoku that we are able to maintain control over it. Once it misses, we do just as you say, reshape the keigoku into a secondary attack from their blindside, unbeknownst to them.

Luckily here in Minas Morgul, we have many...test subject that submit themselves into our control for the betterment of all mankind. We have one ready to sacrifice his sanity in an attempt to help you reshape your Keigoku in to a second attack.

Use the Unholy Conversion jutsu in conjunction with the small water jutsu. He will block the water by using Hurricane Fist and pushing off to the side. As he does, your Keigoku hidden within continues on, unchallenged. At that point, use your control over the Keigoku and cause it to rebound back to the target, causing damage equal to the Unholy Conversion jutsu, in this case not great damage. But damage still.

Concentrating upon his chakra, and focusing it to his right eye, where his Mark of the Demon lays, Mystogan began to summon the great power of the Juubi. Staring at a point before him, between himself and the man he was to attack, Mystogan focused the Keigoku to his focal point, opening a portal in the midst of time and space, a link to the moon where the great beast Juubi lays in slumber. Then, Mystogan held out his right hand and began to condense moisture from the air before him, creating a small amount of water which then shot out towards the man, through the portal which added a small ball of Keigoku, fitting within the blast of water, within the technique. Then as the man produced a hurricane of wind to push the water away, Mystogan stared intensely at the water, which contained his Keigoku. Focusing on the Juubi's chakra, which he manipulated as his own, Mystogan caused the foul chakra to spontaneously combust by releasing his shape-manipulation which kept the Keigoku in a ball. Then as the ball exploded, Mystogan began to re-apply his shape-manipulation to the spread-out Keigoku, transforming the shapeless Keigoku into countless needles, each flying away from the center of the sphere of Keigoku, as it was located before the explosion.

Description:Once the Nekura casts this technique, it generates a small portal in front of him. From then onwards, whenever he shoots out a technique from him or from in front of him, a little Keigoku goes from the portal into the technique ( i.e., if he uses a fireball, a sphere of Keigoku, tennis-ball sized hides inside the fireball, and attacks the opponent as well when the fire hits him, or even if the fire is blocked, it needs to be blocked as well ). However, it does not work when techniques are being cast that come from other directions ( such as spikes from under the opponent, or wind from the sky ) as the portal is not near them.
Since the amount of Keigoku used is small per technique, it only gives the opponent a headache and makes him lose concentration for a few seconds if it hits, however the effects stack- i.e, if the first time he loses conentration for two seconds, the next time his already weak mind loses focus for four, then six, and so on.
No Forbidden-rank Nekura techniques may be used while this is active.

Good, except you forgot to cause the needles to travel towards the old man. When you form the needles, they are able to be guided by you with speeds of kunais/shuriken.

We can control the needles? I guess I just assumed they all went "outwards". Anything else I need to know about this technique?

( Noroidzi Hari no Nami ) - Cursed Blood Needle Wave
Type: Supplemenary
Rank: C
Range: Short-Mid

Description: A simple but effective technique, the Nekura makes three handseals turning any existing Keigoku on the battlefield that he wishes ( such as that from any techniques the opponent dodges ) into a wave of sharp needles that then shoot at the opponent. Whatever the rank of the Keigoku technique this is used on, the needles will be of that same rank. If struck by the needles, the opponent suffers from drawbacks of the Keigoku attack originally used (common effects are as small as small minor headaches to searing headaches, momentary loss of focus and temporary incapacitation for no more than 10 seconds).
Cannot be used on Keigoku attacks of S-rank and higher
Can only be used four times per battle.

As you see, it says shoot at the opponent, not a 360 burst of needles. And nothing else to add.

Not really, other than: Is there an actual RP-related reason it can't be used on S-ranks, or is that just so it got approved?

I believe there was a second technique for me to learn? Something about bees, wasps, or some other flying insect.

Ah yes. This one is fairly simple compared to the other. As you've already went through the process of learning to open multiple portals, you simply open multiple portals high in the sky. And cause small raindrop sized pieces of keigoku to fall.

Incredibly confident in his abilities of opening portals, Mystogan channels his chakra to his Mark of the Demon, drawing in the Juubi's Keigoku, which is then manipulated as if it were Mystogan's own chakra. Picking a location a few meters above his own head, Mystogan opened several portals next to each other without so much as glancing upwards, and began to call the Juubi's chakra through the portals. As the chakra began to fall out, he used his shape manipulation abilities in order to separate the "globs" of Keigoku into small rain drop-shaped and -size pieces of Keigoku, which fall down to the ground at the rate which gravity would pull water (or any object, for that matter) down. With his arms crossed, Mystogan began to grin under his mask at the thought of the chaos which this technique could cause.

Is there a limit to how far off the ground the portals need to be opened, how many portals can be opened for this technique and still be considered "one of the three jutsu per turn", and is there a limit to how far away from myself these portals can be opened? For example, could I simply open hundreds of portals so that no area of the sky is left uncovered and just pelt my target with Keigokuk? Also, is there a limit on the speed of the drops? Do they fall at the rate of acceleration due to gravity, faster, slower, variably, any combination therin?

And it's fine; take all the time you need. Soon this thread'll be done... And then the other two "cannon" Nekura techniques will be approved, we'll get those done, and this thread will no longer be of use. :D

THe portals are generally created long range from the surface of the earth. Anywhere within long range is fine. And as many portals as you deem possible with overcomplicating the technique. Hundreds, no. Close to a hundred, yes. And the drops fall at the speed of regular rain.

I assume you mean "without overcomplicating the technique" instead of "with overcomplicating the technique". And yeah, that seems fine.

Soo... Time to wait for the last two techniques?
