Yes they have. Israeli civilians have been killed by rockets. The iron dome gets some of them, and when the siren goes you have 10+ seconds to get to a shelter, depending how close you live to the border. May sound like a lot of time, but some children have no chance of evacuating the classroom to go to the shelter and have to get under the desk. Rockets aren't very good at targeting military places. Not that it makes much difference because Hamas goes for civilians anyway
