It's always bothered me how people dismiss the Byakugan and say that it has only two abilities; of which being X-Ray and 360 degrees vision. However there is actual more than just these. SO, just because I feel like it, and to have something to reference to later on, I'mma make a list of the Byakugan's abilities.

- X-Ray Vision
- Genjutsu Penetration
- Heavenly Spin
- 360 Degrees Vision
- Penetrating Vision
- Attack Detection
- Air [wall] palm
- Movement Sensing
- High speed-movement detection
- Twin Lion Fists
- Perfect Chakra Control of all 361 coils
- Gentle Fist
- 32/64 Palms
- Controlling Speed via chakra
- Destroying [things made of] Chakra
Hope I didn't miss anything
well I'd say the issue here is how tech vs dojutsu. While virtually all of these techs REQUIRE or are most efficiently used with a Byakugan. The Eyes itself do not do this.
1. X-Ray
2. 360 Degree
3. Chakra Flow
4. Microscopic vision
5. Telescopic Vision
6. Extreme motion recognition
7. Enhanced Three Dimensional awareness
8. Genjutsu perception (provided no direct eye contact with an ocular genjutsu)
9. Jutsu structural analysis
The rest comes from taking advantage of these 9 components to fight.
Technically, anyone could theoretically be taught the Jyuken style; however, this person would have to be able to literally memorize the chakra node system, and be capable of perfectly adapting that system for every single individual case due to even the slightest body differences (which is virtually impossible). They would also have to learn to use the Tenketsu on their own which would also be next to impossible given the inability to see it would only make trying to learn to fire chakra through it.
Rotation: Technically, one could learn to fire chakra through their tenketsu and spin.
64/32 Palms: Theoretically one could memorize tenketsu locations and strike at them.
Air Palm/Wall Palm: One should be capable of learning to fire the chakra from the hand tenketsu.
Chakra flow: assuming one has memorized tenketsu. Provided they have the instruction on increasing/halting chakra flow it is doable.
The key though... is learning any of this is VIRTUALLY impossible without being explicitly trained by someone with the Byakugan. So I suppose in a way they'd count. But this is why people hate on it. Because they only look for offensive jutsu that can be used by the eye.... in that regard the Byakugan has no offensive Dojutsu. Instead, they have derived a Chakra based taijutsu that is virtually unparalleled because they know how to combat chakra and manipulate its flow.
