*Agnes catches the scroll with her right hand, and looks for a location to set it. Unfortunately, the dress she wore lacks any pockets, and Guv wasn't here, so she didn't have a satchel either. She looks around, and finds a nearby stump to her left, and tosses it onto the stump, causing it to bump once before landing on the furthest side from Agnes. As she does so, she listens to Dean's message, nodding as he finishes.*
Essentially, activated like the last one, but propelled on the ground instead of the air, sounds easy enough.
*As she finishes the thought, Dean's clone, already being created, initiates its dash towards Agnes, sword in hand. As last time, Dean went straight for the kill... Agnes sighs, but she already had an idea how to propel this jutsu efficiently. She begins the first wave of chakra towards her right hand, holding it dangling near her pelvis, fingers clenched together, but with the palm open and facing her right thigh, it being parallel to the right side of her body. She found that to activate the buzzing sensation, thus indicating a proper amount of chakra to create a bolt, or in this case, a stream of lightning for the power of these current jutsus, a number of three waves was needed, and the fourth then propels it. As she finished her mental reminder of her methodology, a third wave of chakra was sent, thus creating the buzzing sensation similar to the last jutsu, but Dean was about six feet away, thus, with the fourth wave starting, she slammed her right palm onto the ground about two feet in front of her, her body bent, but her head still looking forward. Her right knee bends, with her right foot forward, and her left leg slides slightly towards the left, leading there to be a slant to it, and her left foot slightly turns outward; her right fingers sprawl as the palm slams onto the ground, this propelling the chakra forward as a lightning stream, while the thumb and lower palm acts as a barrier to prevent the stream from going backward, as the thumb is facing away from her body. The stream hits Dean's clone, causes his legs to go numb thus stopping his dash. The clone then goes poof, and Agnes restraightens her body, bearing a new smile at the fact that, again, she did this jutsu right.*
"This jutsu seems to have quite a wide range, not in terms of distance away from you, but rather distance covering you, as it covers completely in front of you, thus proving a cheap, easy method to stop any march towards your location without elaborate arrays of handseals nor requiring intricate usages of chakra, being able to be utilized with only a few waves of chakra. Also, this can be used to disrupt an opponent's stance by numbing their legs, although this is less effective for this usage than the previous jutsu I learned."
*Agnes pats down you knees as she continues her explanation.*
"Now, unlike the last jutsu, where the fingers were mostly used to propel the jutsu, but less attention was needed towards their actual location, given Raiton's unpredictability, this jutsu can actually backfire, as the fingers must face forward to propel the jutsu forward. If, say, the thumb was crooked towards your body, it would send a stream towards your own leg, thus causing you pain, and possibly giving an clever shinobi a chance to counter you, and even possibly giving them an edge. Thus, attention towards your hand's position when you slam it onto the ground is crucial for the best usage of this jutsu. However, in my opinion, this jutsu is much less effective than the last jutsu for several reasons. "
"This jutsu is dependent on two factors for proper usage, one, that it has a clear path towards the opponent, and two, that the opponent has some form of contact with the ground. Disrupting either of these two factors nulls its potential. To counter the forming, several things can be done. Any movement of wind on the ground can obviously counter it, but so can an earthen wall already formed or enhanced by a decent amount of chakra, but this is considering that it is formed mostly before this jutsu is used. In fact, unless if the wall is C-Rank or above (as a C-Rank wall would completely stop a D-Rank Raiton jutsu, regardless of Doton's weakness to Raiton), it would completely pulverise it. But let's consider this scenario: you possess the ability to sense chakra, and you see it beginning to enter to the ground, and thus you immediately use this jutsu, as you possess a Raiton specialty. Even if the wall is beginning to form, this jutsu would pulverise it and keep moving as there was little to prevent its movement. Thus, if you would use a jutsu, just use a fuuton one and not waste your time with a wall for a D-Rank Raiton jutsu.
*Agnes sticks out her tongue... until she realizes that she was still talking to Dean, and not to Guv. She immediately blushes and turns her head down for a moment.*
"Forgive me for the completely unacceptable behavior there Dean-sensei."
*She then faces Dean again, a blush still covering her face.*
"Now, where was I... oh yes, the factors. The other factor is that the opponent has contact with the ground, which is fairly obvious how one would counter it by metagaming the crap out of the match for a D-Rank jutsu. The last disadvantage, though, is that more movement is required to use this jutsu than the other one, and one can merely "aim" the other jutsu toward the opponent's legs for a similar effect, making this jutsu mostly pointless."
*Agnes stretches her arms again, this time slightly exaggerated to calm down her blush, and looks at Dean, but her smile is slight this time.*
