I couldn't agree anymore. Then again if a sensei doesn't want a senpai who are we to tell them they must.
We can't blame senseis for being lazy or what ever sometimes their students that take THE longest to reply to training (guilty XD), and yet they don't drop them.

Imo one thing that has to change is the "having to be a sempai to be apporved as a sensei"
Some of the people I've copied and learned from have never been sempai's before but would make excellent senseis. I'm not much for wallies so this is short.
If you're a sensei who's a "well oiled machine" and trains constantly, go ahead and do you. If you want a sempai pick one, if not, continue with your greatness. If your not training constantly or even one reply in a week or two, you should really think about getting a sempai. Not to excuse yourself from the work, but to pick up your students and your slack until you get back active.

I think Sensei should have the choice to choose whether or not to have a senpai but it should be consider how much they are on and how much they actually teach. A lot of sensei are busy with rl stuff. Senpai were originally meant to sub in when they were on some sort of hiatus. Senpai are generally people that have a ton of time and don't mind helping out newer role-players. Although, to teach, you should probably first know what you're doing. So a senpai also shouldn't be inexperienced.
Maybe a senpai app list and then waiting list? You can apply, be approved, next sensei that needs a senpai picks up the highest one off of the list or pick one. Just throwing out ideas.
I think we should take a look at active training threads for sensei, below a certain amount, they are highly recommended to pick up a senpai. (Of course, taking into account other factors, rl stuff and what-not)
If they're training a moderate amount, they have entire freedom of the choice.
I've been a senpai for not too long now. And I love it. Its something I always wanted to do. Personally its fun. And second, because its beneficial to others. I don't think Sensei should be forced to pick a senpai. But it should be implied that they should. It'll give somebody who could potentially become a sensei experience in teaching. I doubt the sensei would pick somebody with no potential at all. It'll be nothing but beneficial for this RP game of ours.
Ok, Let me add my two cents as one of the rp mods incharge of the teaching system.
Currently there is an issue with the poor quality of a lot of peoples training methods, the reason for the increase in the standards needed to pass the sensei test, is also the reason I personally dont want to see senseis forced to take a senpai, the person teaching MUST know how to use every technique properly, and in alot of cases they dont due to not being taught to.
Now, until the level of training is sorted out and rpers are taught to use everything properly, there are going to be issues like this, as its a downward spiral thats been brought on by yourselves. Students bug the sensei and senpai to hurry up with their training, so they rush it and dont take the time needed to properly teach them. This then results in a student that has all the techniques, but doesnt have a clue how to use them properly or defend from them, leading to people who cant pass a sensei test or arent fit to be senpai, yet in the old standards, people who havent had high enough levels of knowledge to teach have been handed teaching positions simply to ease the burden, which again has contributed to the many problems in the rp today, as most fights cant go more that three moves without someone making a mistake, or someone calling a technicality or running to a mod or sensei to check a fight because they dont know how things work.

Now to this. Suffice to say.... I have yet to see you train... Or for that fact use any cannon jutsu. Who are u to say that other ppl teaching methods are wrong wen ppl have different methods. What u are trying to create is ONE boring teaching method that suits you. Not only that.... U understand that... This is a manga rp base game we do. Hence none if this jutsu stuff exist. But yet you kinda act like it does. Explain to me how you have more reign over my reason. Nd why you feel your any more right than I ? Personally I don't know why kirabi was took off but I can guess and again it was wrong . If a sensei don't teach. Eff a senpai. De-sensei them. Point blank period. Zanji is a dif case. Personally he is a sensei.... But rarely teach. But I don't mind .... Simply cause it wouldn't look right without him in orange .... Slightly contradiction? Yes I know

you are the gamer thats sits at home and plays the game, us mods are the people that make the game, we make the rules, you stick to them, thats how this works.
As for kirabi being de - senseid, thats not a subject to be discussed in public, much like why you were removed from teaching, but both were fully deserved.
